Role Context
The Safety Engineer - Infrastructure HSE will support Parsons Corporation by ensuring project safety plans, contractor activities, site practices, and HSE documentation comply with corporate policy, client requirements, UAE legislation, and recognized safety standards. The position plays a key role in reducing site risks, improving contractor safety performance, reviewing hazard controls, following up incidents, and promoting a proactive safety culture across infrastructure construction works in Dubai and nearby project locations.
Key Responsibilities
* Implement corporate HSE policy, project HSE plans, applicable legislation, safety requirements, and regional compliance standards.
* Monitor HSE performance, safety targets, contractor compliance, and improvement actions across infrastructure construction activities.
* Ensure client safety requirements are properly understood, implemented, tracked, and fulfilled on site.
* Liaise with the Safety Manager, contractors, consultants, and project teams to improve HSE management practices and site safety performance.
* Monitor contractors to confirm that applicable safety measures are implemented in line with legal, client, and project requirements.
* Review contractor site safety plans, emergency plans, and other safety-related submissions for completeness and practical suitability.
* Review method statements and risk assessments for construction activities before work proceeds on site.
* Monitor the effectiveness of hazard control measures and recommend corrective actions where safety gaps are identified.
* Carry out HSE inspections and report findings to the Resident Engineer for immediate rectification and follow-up.
* Review contractors’ monthly HSE inspections, statistics, reports, and performance records.
* Conduct monthly safety meetings, set targets for outstanding issues, prepare minutes, and distribute follow-up actions to concerned parties.
* Review emergency preparedness arrangements, emergency response procedures, permit to work systems, Toolbox Talks, and contractor safety records.
* Check contractor HSE statistics, site reports, inspection logs, training records, and incident follow-up documentation against company requirements.
* Review incident and accident investigation reports submitted by contractors for accuracy, root cause analysis, learning points, and corrective action quality.
* Communicate incident learning points and monitor immediate actions and long-term follow-up measures to reduce recurrence.
* Support compliance with Federal Laws, Dubai Municipality Code of Construction Safety Practice, technical guidelines, RTA circulars, and work zone traffic management requirements.
* Provide practical safety guidance during highway, bridge, underpass, utilities, roadwork, and major infrastructure construction activities.
* Coordinate with site teams to close safety observations, non-compliance items, audit findings, and high-risk work concerns.
* Maintain organized HSE records, inspection reports, meeting minutes, correspondence, and safety follow-up logs.
* Promote safe work practices through clear communication, site presence, contractor engagement, and consistent application of HSE standards.
* Attend physical interviews in UAE when required.
Ideal Profile
* Bachelor’s degree in Occupational Safety and Health or another construction-related engineering discipline.
* Internationally approved safety courses are required.
* Minimum 8 years of experience as a Safety Engineer on highway, bridge, underpass, or major infrastructure projects in UAE.
* Recognized health and safety education and certifications such as NEBOSH IGC, International Safety Diploma, First Aid, Fire Safety, or equivalent qualifications.
* ISO audit qualification or training related to ISO 45001:2018 and ISO 14001:2015 is preferred.
* Strong working knowledge of UAE Federal Laws, Dubai Municipality Code of Construction Safety Practice, technical guidelines, RTA circulars, and Work Zone Traffic Management Manual.
* Experience reviewing contractor HSE plans, emergency response plans, method statements, risk assessments, permits to work, incident reports, and monthly HSE submissions.
* Good understanding of infrastructure construction risks, traffic management, excavation safety, lifting operations, temporary works, plant movement, and site interface control.
* Ability to conduct site inspections, identify hazards, write clear reports, and follow up corrective actions with contractors and project teams.
* Strong communication and interpersonal skills with the ability to influence safe behavior and coordinate with multiple stakeholders.
* Able to work in a fast-paced engineering consultancy and construction supervision environment.
* Able to attend physical interviews in UAE.
