Role Context
The Safety Officer will work closely with safety engineers, the Safety Manager, resident engineering personnel, and contractors to maintain safe site operations. The role focuses
on monitoring contractor compliance, reviewing high-risk construction activities, identifying shortcomings, and supporting timely corrective action across complex infrastructure works.
Key Responsibilities
* Implement the Parsons HSE Policy, approved project HSE plan, applicable UAE legislation, and client safety requirements.
* Monitor contractor performance against established HSE objectives, standards, and site-specific controls.
* Review hazard analyses, risk assessments, job safety plans, and method statements for critical construction activities.
* Inspect microtunnelling, pipe jacking, trenchless technology, and associated infrastructure work areas.
* Evaluate whether hazard-control measures are effective and immediately report unsafe conditions requiring correction.
* Conduct routine HSE site visits and provide clear findings to the Resident Engineer and relevant project teams.
* Review contractors\' monthly inspection records, safety statistics, incident data, and compliance reports.
* Organize monthly safety meetings, document outstanding actions, issue minutes, and follow up until closure.
* Assess emergency preparedness arrangements, permit-to-work controls, toolbox talks, and contractor HSE meetings.
* Review incident and accident investigation reports to identify causes, communicate lessons learned, and prevent recurrence.
* Recommend practical improvements where safety performance, site behavior, or control measures fall below expectations.
* Undertake additional safety responsibilities connected with project delivery when required.
Ideal Profile
The successful candidate will hold a bachelor\'s degree or equivalent qualification in environmental studies, loss prevention, engineering, or a closely related discipline from an accredited university.
Applicants should offer at least five years of relevant health and safety experience on infrastructure projects, including exposure to construction supervision. Direct experience with microtunnelling, pipe jacking, or trenchless technology is important.
Recognized UAE health and safety training or certification is required. Qualifications involving NEBOSH, ISO standards, first aid, or fire safety will be valuable. Previous employment with an engineering consultancy, UAE project experience, and a valid driving licence are preferred. Candidates who can attend an in-person interview will have an advantage.
