Role Context
The Senior Cyber Security Engineer - Rail will support Parsons by leading IT, OT, and cyber security requirements across all project stages for a major railway system. The role focuses on protecting operational and enterprise systems by developing secure frameworks, coordinating interfaces, supporting systems engineering, reviewing tender documentation, and ensuring that cyber security, operational resilience, and secure network architecture are embedded into the project from design through testing, commissioning, and readiness.
Key Responsibilities
* Lead the development and implementation of IT, OT, and cyber security strategies for rail systems across all project stages.
* Develop cyber security frameworks, policies, standards, compliance requirements, and control approaches for railway operational and enterprise systems.
* Ensure secure integration between signalling, ATC, CBTC, SCADA, OCC systems, telecommunications, rolling stock, platform screen doors, passenger systems, fare collection, and external interfaces.
* Lead planning and design of secure IT and OT network architectures, communication systems, cyber security zones, and secure access controls.
* Support systems engineering activities including requirements management, interface management, verification, validation, and traceability for IT, OT, and cyber security systems.
* Coordinate interfaces between cyber security systems, operational technology, rail systems, civil teams, MEP teams, operators, and other project stakeholders.
* Support preparation and review of Design and Construct tender documentation covering technical specifications, cyber security requirements, network architecture, and operational resilience.
* Develop and support cyber security assurance activities, vulnerability assessments, risk assessments, penetration testing strategies, and compliance reviews.
* Support disaster recovery planning, incident response procedures, operational continuity planning, and secure system recovery requirements.
* Participate in testing and commissioning activities including FAT, SAT, SIT, integrated testing, cyber security validation, and operational readiness.
* Coordinate with designers, contractors, operators, authorities, and stakeholders to align technical delivery with operational and cyber security requirements.
* Identify and manage technical, cyber security, operational, and integration risks related to IT and OT systems.
* Implement practical mitigation measures to reduce vulnerabilities, strengthen resilience, and support secure railway operations.
* Ensure compliance with project specifications, cyber security requirements, railway operational requirements, international standards, and applicable regulations.
* Provide technical leadership and support to the Project Manager and multidisciplinary teams throughout project delivery.
Ideal Profile
* Relevant engineering degree in Information Technology, Cyber Security, Computer Engineering, Electronics, Telecommunications, Systems Engineering, or an equivalent discipline from a recognized university.
* Minimum 15 years of experience in the AECO industry or a relevant technical field.
* Minimum 10 years of experience in rail projects or rail operations in Dubai, the GCC, or international markets.
* Professional certification or membership with a recognized engineering, IT, or cyber security institution will be preferred.
* Cyber security certifications such as CISSP, CISM, ISO 27001, IEC 62443, CEH, or equivalent will be highly desirable.
* Strong experience in IT, OT, and cyber security systems for large-scale rail and infrastructure projects.
* Experience with express railway systems will be an advantage.
* Strong expertise in railway operational technologies, secure systems integration, network architecture, operational resilience, and cyber security management.
* Strong understanding of IT and OT integration with signalling, SCADA, OCC, communications, rolling stock, fare collection, and passenger information systems.
* Experience coordinating with external systems, airport-related interfaces, and operational technologies including Baggage Handling Systems will be highly desirable.
* Proven ability to manage technical and cyber security scope within complex multidisciplinary rail or infrastructure projects.
* Strong understanding of systems engineering principles including requirements management, interface management, verification, and validation.
* Familiarity with international cyber security standards, railway cyber security frameworks, and operational technology best practices.
* Strong communication, leadership, analytical, and problem-solving skills.
* Ability to work effectively in complex, fast-paced, multi-stakeholder project environments.
