Role Context
The Senior Electromechanical Engineer - Infrastructure will support the delivery of major infrastructure works by supervising electrical, mechanical, control, instrumentation, SCADA, pumping, traffic signal, ITS, and related electromechanical systems. The role covers construction supervision, shop drawing review, testing coordination, commissioning oversight, documentation control, authority liaison, and technical problem-solving. This position plays a key role in ensuring STP, sewerage, stormwater, and transportation-related systems are properly integrated with civil works and handed over with complete technical compliance.
Key Responsibilities
* Supervise and inspect electromechanical works on-site, including mechanical, electrical, control, instrumentation, SCADA, pumping, traffic signal, ITS, and related infrastructure systems.
* Review shop drawings, method statements, material submittals, ITPs, technical proposals, equipment schedules, and as-built drawings for electromechanical components.
* Witness factory acceptance tests and site acceptance tests for pumps, switchgear, control panels, SCADA systems, traffic signals, ITS devices, and major project equipment.
* Verify that electromechanical works comply with DEWA, Dubai Civil Defence, NFPA, IEC, project specifications, authority requirements, and approved design documents.
* Identify non-conformances, raise observations, follow up on corrective actions, and confirm that issues are closed before testing, commissioning, or handover.
* Coordinate with DEWA, Dubai Civil Defence, Etisalat, DU, and other authorities for inspections, NOCs, approvals, service clearances, and technical requirements.
* Work closely with contractors, site inspectors, junior engineers, discipline specialists, and other project teams to resolve technical and interface issues.
* Ensure electrical and mechanical systems are fully coordinated with civil works, utility corridors, structures, roads, drainage, sewerage, and other construction disciplines.
* Oversee pre-commissioning and commissioning activities to confirm that systems meet approved procedures, performance standards, safety requirements, and operational expectations.
* Review O&M manuals, training materials, spare parts lists, commissioning files, test records, warranties, and contractor handover submissions.
* Assist in preparing punch lists, verifying system performance, checking completed works, and supporting final handover of electromechanical systems.
* Maintain accurate records of inspections, test results, equipment deliveries, commissioning activities, site issues, approvals, and corrective actions.
* Prepare daily and weekly progress reports covering electromechanical activities, milestones, pending approvals, technical risks, and key site concerns.
* Support claims review and variation order assessments related to electromechanical scope, technical changes, testing delays, or additional works.
* Provide technical support to site inspectors and junior engineers during inspections, troubleshooting, documentation review, and field coordination.
* Identify technical problems early and propose practical solutions to reduce project delays, rework, cost overruns, and handover risks.
* Support value engineering initiatives for electromechanical systems by reviewing cost, efficiency, maintainability, reliability, and lifecycle performance.
* Monitor contractor compliance with quality plans, approved procedures, HSE requirements, project documentation standards, and installation best practices.
Ideal Profile
* Bachelor’s degree in Mechanical Engineering or a related engineering discipline.
* Minimum 10 years of professional experience in electromechanical engineering.
* At least 5 years of experience in a supervisory or senior engineering role on infrastructure projects.
* Proven experience on STP, sewerage line, stormwater, pumping, utility, or transportation infrastructure projects.
* Strong knowledge of electrical, mechanical, control, instrumentation, SCADA, and integrated electromechanical systems.
* Familiarity with DEWA, Dubai Civil Defence, NFPA, IEC, and other relevant local and international standards.
* Experience witnessing factory acceptance tests and site acceptance tests for industrial and infrastructure equipment.
* Strong capability in reviewing shop drawings, method statements, material submittals, ITPs, as-built documentation, and commissioning records.
* Demonstrated experience in pre-commissioning and commissioning activities for complex mechanical and electromechanical systems.
* Professional Engineer license or equivalent mechanical engineering certification will be an advantage.
* Experience with SCADA systems, traffic signal systems, and Intelligent Transportation Systems is preferred.
* Experience coordinating with government authorities and obtaining NOCs will be highly valuable.
* Proficiency in project management software, MS Office applications, technical reporting, and project documentation systems.
* Strong communication skills with the ability to coordinate across contractors, clients, authorities, inspectors, engineers, and multidisciplinary project teams.
* Practical problem-solving ability with strong attention to technical detail, site safety, quality control, and system performance.
