Senior Estimator – Infrastructure Projects – Dubai, UAE
Role Summary
Parsons Corporation is seeking a Senior Estimator to join its Dubai team and contribute to the delivery of major infrastructure projects. The role involves preparing, reviewing, and delivering cost estimates for roads, highways, and other large-scale civil works while ensuring accuracy, compliance, and value. The Senior Estimator will play a key role in cost planning, bid evaluation, and contract administration, supporting Parsons’ reputation for excellence in infrastructure development.

What You’ll Do
* Apply Parsons’ estimating practices, methodologies, and procedures to deliver accurate project cost estimates
* Prepare work breakdown structures (WBS), material takeoffs, and resource costs aligned with design drawings and project scope
* Define costs for general conditions, indirects, and contingencies, ensuring reasonable and probable estimates
* Develop Basis of Estimate (BOE) reports detailing assumptions, methodology, and pricing components
* Review estimates prepared by external providers for completeness, compliance, and accuracy
* Analyze contracts and modifications, identify scope changes, and prepare cost/schedule impact assessments
* Obtain and evaluate vendor/subcontractor bids, documenting commercial terms and pricing details
* Maintain and update historical cost databases for infrastructure projects to support future estimates
* Lead estimation teams, review subordinate work, and ensure all required components are included in submissions
* Prepare and deliver client presentations on cost estimates, methodologies, and project value considerations
Ideal Profile
* Bachelor’s degree in Civil Engineering or Quantity Surveying
* Minimum 10 years of experience in estimation and quantity surveying for major infrastructure and road projects, with at least 3 years in the UAE
* Strong knowledge of commercial documents, engineering drawings, and contract specifications
* Proficiency in estimation software such as AutoCAD, MicroStation, MS Excel, and CostX
* Excellent communication, negotiation, and presentation skills
* Demonstrated ability to manage complex estimation tasks independently and as a team lead
