Position Overview

Parsons is recruiting a Senior Health and Safety Manager - Infrastructure in Riyadh, Saudi Arabia for a leadership position within the Civil Engineering industry. The manager will lead the health, safety, and workforce-wellbeing strategy across major road, highway, bridge, tunnel, earthworks, temporary-works, and structural projects.

This role requires visible leadership and the ability to establish consistent safety governance across multiple contractors, packages, and joint ventures. The successful candidate will implement robust management systems, control high-risk construction activities, maintain regulatory compliance, and promote a proactive zero-harm culture.

Role Context

Roads and heavy-civil programs expose workers and communities to risks involving deep excavations, live traffic, lifting operations, confined spaces, temporary works, tunneling, and construction at height. Managing these exposures requires more than site inspection; it demands strong governance, competent supervision, reliable data, and consistent contractor accountability.

The Senior Health and Safety Manager will provide the leadership framework connecting project policies with daily construction behavior. Effective intervention will prevent injuries, protect project continuity, strengthen regulatory assurance, and embed safer decisions from design through construction and future operation.

Key Responsibilities

The manager will serve as the senior safety authority for road, civil, tunnel, and structural work packages.

* Develop and maintain the project health and safety strategy, policies, plans, and objectives.
* Align the safety program with legal requirements, corporate standards, recognized practices, and ISO 45001.
* Establish governance arrangements, committees, responsibilities, and reporting lines across all contracts.
* Define leading and lagging performance indicators and monitor results against approved targets.
* Implement a health and safety management system suitable for heavy-civil and structural construction.
* Develop procedures for deep excavations, earthworks, bridge construction, and work at height.
* Establish controls for tunnels, underground works, and confined-space entry.
* Approve requirements for heavy lifting, crane operations, and temporary works.
* Define safety arrangements for traffic management, lane closures, and work beside live roads.
* Ensure risk assessments, method statements, and permit-to-work systems are properly implemented.
* Monitor compliance with applicable legislation, construction codes, and international standards.
* Track regulatory changes and advise leadership and contractors on their implications.
* Lead engagement with regulators, statutory bodies, and external auditors.
* Oversee statutory notifications, submissions, and health and safety reports.
* Direct risk assessments for critical construction stages and high-risk activities.
* Facilitate HAZID workshops for complex civil and structural operations.
* Verify application of the hierarchy of controls, including effective engineering controls and safe systems of work.
* Confirm that personal protective equipment is appropriate to identified residual risks.
* Review contractor method statements, risk assessments, and proposed construction sequences.
* Plan and lead inspections, audits, site walks, and safety-performance reviews.
* Identify non-conformances, unsafe practices, and opportunities for improvement.
* Coordinate corrective and preventive actions and verify their timely closure.
* Guide project managers, supervisors, and foremen on practical site-safety requirements.
* Oversee the reporting and recording of incidents, near misses, and unsafe conditions.
* Lead investigations into serious incidents and high-potential events.
* Apply structured root-cause analysis and develop systemic corrective measures.
* Communicate lessons learned across contractors, packages, and project teams.
* Produce incident reports and trend analyses for clients and senior leadership.
* Define health and safety expectations for contractors, designers, and suppliers.
* Contribute to contractor prequalification, evaluation, and appointment.
* Assess contractor safety plans, resources, competence, and performance.
* Align contractor and subcontractor systems with project requirements.
* Promote consistent standards across multiple contractors and joint ventures.
* Identify workforce training needs and coordinate inductions, refresher sessions, and specialist programs.
* Develop behavioral-safety initiatives that encourage reporting, engagement, and ownership.
* Coach safety advisors, supervisors, and line managers in effective safety leadership.
* Lead initiatives covering worker wellbeing, fatigue management, and mental-health awareness.
* Engage design teams to embed safety-in-design principles.
* Review constructability, temporary-works designs, and construction staging from a safety perspective.
* Support CDM or equivalent designer and client-duty requirements where applicable.
* Ensure residual risks are recorded and communicated for operations and maintenance.
* Maintain dashboards, reports, action trackers, and executive-level performance metrics.
* Track lost-time injury frequency, total recordable incidents, near-miss reporting, and action closeout.
* Present safety performance, major risks, and improvement priorities at management and client meetings.

Ideal Profile

The preferred candidate is a senior construction-safety leader with extensive experience controlling risk across roads, tunnels, bridges, and heavy-civil works.

* Bachelor\'s degree in Occupational Health and Safety, Environmental Health, Engineering, Construction Management, or a related discipline.
* Recognized professional qualification such as the NEBOSH Diploma, Level 6 safety qualification, or equivalent.
* Professional membership with IOSH, IIRSM, or another relevant body.
* Minimum 15 years of health and safety experience within the Construction industry.
* Substantial exposure to major roads, highways, bridges, tunnels, and structural projects.
* Proven leadership experience on a large or mega infrastructure development.
* Background overseeing multiple contractors or joint-venture delivery environments.
* Strong understanding of highway and heavy-civil construction techniques.
* Knowledge of temporary works, groundworks, structural construction, and tunneling hazards.
* Detailed familiarity with national regulations and international safety standards.
* Ability to influence managers, contractors, supervisors, and site operatives.
* Strong analytical and problem-solving capability for risk control and incident investigation.
* Clear written, verbal, reporting, and presentation skills.
* Ability to manage several sites, contractors, and priorities within a demanding environment.
