Role Context
The
Key Responsibilities
* Review concrete mix designs to confirm compliance with project specifications, applicable standards, durability requirements, and performance expectations.
* Work with multidisciplinary engineering teams to identify and implement material improvement initiatives that enhance safety, quality, construction performance, and cost efficiency.
* Conduct design reviews, material investigations, inspections, and testing-related assessments to verify contractor-selected materials and construction processes.
* Review and recommend appropriate materials for specific engineering, construction, civil works, infrastructure, and heavy construction applications.
* Assess material characteristics including durability, sustainability, conductivity, corrosion resistance, heat resistance, chemical resistance, and environmental exposure performance.
* Evaluate and compare proposed material substitutions to determine technical feasibility, specification compliance, and project acceptability.
* Review the impact of new standards, code revisions, and specification updates on project materials, testing requirements, and construction practices.
* Identify non-conforming materials, poor workmanship, test failures, product defects, and specification deviations.
* Maintain quality records and ensure corrective actions are properly implemented, verified, and closed out.
* Provide technical guidance on material performance issues, construction material challenges, test results, and field quality concerns.
* Review and approve contractor quality plans, material procedures, inspection records, testing documentation, and material-related submissions.
* Assess environmental implications of materials, products, and construction processes, including waste reduction, sustainability impact, and lifecycle performance.
* Review and approve material testing results to verify compliance with requirements for heat, corrosion, chemical exposure, durability, and environmental resistance.
* Prepare technical reports, material evaluations, product assessments, supplier reviews, and performance recommendations.
* Develop, manage, and implement supplier audit programs in line with project quality requirements.
* Conduct supplier quality audits and material quality assessments when required.
* Provide site support and technical advice related to material failures, cracking, surface defects, settlement issues, earthworks performance, and construction quality concerns.
* Coordinate with civil, structural, geotechnical, rail, quality, construction, procurement, contractor, and supplier teams to resolve material-related issues.
* Support continuous improvement by tracking recurring defects, material trends, supplier performance, and construction quality risks.
Ideal Profile
* Bachelor’s degree in Civil Engineering, Construction Engineering, or a related discipline.
* Minimum 8 years of experience in the design, selection, maintenance, testing, troubleshooting, and quality assurance of construction materials.
* Experience working on major civil, infrastructure, heavy construction, rail, metro, transit, or transportation infrastructure projects.
* Strong knowledge of construction materials, concrete technology, earthworks materials, material testing methodologies, and quality assurance processes.
* Good understanding of international standards, technical specifications, code requirements, and material engineering practices.
* Experience reviewing concrete mix designs, construction products, earthworks materials, contractor submissions, and material compliance documentation.
* Ability to evaluate durability, sustainability, environmental resistance, substitutions, failed tests, workmanship issues, and field material concerns.
* Knowledge of rail systems engineering principles and construction practices is advantageous.
* Previous GCC project experience is preferred.
* Experience conducting supplier audits and material quality assessments in large-scale project environments is preferred.
* Strong analytical, problem-solving, technical evaluation, reporting, and coordination skills.
* Excellent written and verbal communication skills in English.
* Ability to work effectively with contractors, consultants, suppliers, quality teams, site teams, and multidisciplinary stakeholders.
* Detail-oriented approach with strong focus on quality records, compliance, traceability, corrective action closeout, and practical engineering judgment.
