Key Responsibilities
* Manage NOC, permit, and authority coordination activities for roads, utilities, drainage, NDRC, stormwater, sewerage, municipal, and related infrastructure works.
* Act as the main liaison with Dubai Municipality and other relevant authorities, service providers, consultants, contractors, and internal project teams.
* Prepare, submit, track, and secure NOCs, permits, approvals, and technical clearances through authority portals and formal submission channels.
* Coordinate approvals for utility diversions, NDRC works, stormwater systems, sewerage lines, asphalt cutting permits, and traffic diversion plans.
* Review authority comments, technical clarifications, approval conditions, and compliance requirements to prevent project delays.
* Review design drawings, shop drawings, method statements, and technical submittals for alignment with project specifications and authority standards.
* Coordinate with consultants and authorities to resolve design conflicts, interface issues, utility constraints, and compliance concerns.
* Ensure infrastructure works comply with municipal guidelines, safety regulations, environmental requirements, and approved project procedures.
* Organize and attend authority coordination meetings to resolve design, site, NOC, and approval-related issues.
* Track approval status, pending submissions, authority responses, and project risks linked to permits or regulatory requirements.
* Prepare clear reports, approval updates, action trackers, and coordination records for project managers and stakeholders.
* Support construction and design teams by providing technical advice on authority workflows, submission requirements, and infrastructure interfaces.
Ideal Profile
* Bachelor’s degree in Civil Engineering or a related discipline.
* Minimum 8-10 years of experience in NOC engineering, authority coordination, infrastructure approvals, or civil engineering project coordination.
* Proven hands-on experience with Dubai Municipality projects and authority approval workflows.
* Strong background in roads, NDRC, utilities, drainage, municipal services, and infrastructure works.
* Excellent working knowledge of DM regulations, NOC procedures, permit processes, approval conditions, and authority portals.
* Good understanding of infrastructure design, utility interfaces, technical submissions, and site coordination requirements.
* Able to manage multiple permits and authority approvals under tight project deadlines.
* Strong coordination skills with consultants, contractors, clients, service providers, and authority representatives.
* Good problem-solving ability with the confidence to resolve design conflicts, technical comments, and regulatory issues.
