Key Responsibilities
* Act as the main coordination point with Dubai Municipality and other UAE authorities, including RTA, DEWA, service providers, and relevant governing bodies.
* Prepare, submit, monitor, and secure NOCs, permits, and infrastructure approvals through DM and authority online portals.
* Manage approvals for utility diversions, NDRC works, stormwater networks, sewerage lines, asphalt cutting permits, traffic diversion plans, and related municipal requirements.
* Review authority comments, technical clarifications, approval conditions, and compliance requirements to prevent delays in project delivery.
* Review and approve design drawings, shop drawings, method statements, and technical submittals against DM codes, project specifications, and authority standards.
* Coordinate with consultants, contractors, internal teams, corporate clients, and authority representatives to resolve technical and design conflicts.
* Ensure roads, utilities, drainage, municipal services, and associated infrastructure works comply with DM guidelines, safety regulations, and environmental requirements.
* Organize and attend coordination meetings with Dubai Municipality and other authorities to close design, approval, and site-related issues.
* Track multiple authority submissions, maintain approval status records, and provide clear progress updates to project stakeholders.
* Support project teams by identifying approval risks early and recommending practical solutions for smooth site execution.
* Maintain accurate records of NOCs, permits, approvals, correspondence, and authority conditions for project documentation and close-out needs.
Ideal Profile
* Bachelor’s degree in Civil Engineering or a closely related engineering discipline.
* 8-10 years of experience in infrastructure projects, with proven hands-on exposure to Dubai Municipality project approvals.
* Strong background in roads, NDRC, utilities, drainage, stormwater, sewerage, municipal services, and authority coordination.
* Expert knowledge of Dubai Municipality NOC procedures, permit workflows, approval portals, and regulatory requirements.
* Good understanding of infrastructure design, utility interfaces, traffic diversion requirements, and site coordination challenges.
* Able to manage several approvals and authority submissions at the same time while meeting tight project deadlines.
* Strong coordination skills with the ability to work effectively with authorities, consultants, contractors, design teams, and client representatives.
* Clear communicator with strong reporting, problem-solving, follow-up, and documentation skills.
* Detail-focused and practical, with the ability to interpret authority comments and guide teams toward compliant solutions.
