Role Summary
Senior NOC Engineer in Dubai will manage NOC, permit, and authority coordination activities for AECOM’s Dubai Municipality infrastructure projects, ensuring roads, utilities, and associated civil works are planned and delivered in line with DM standards and UAE regulatory requirements. This role requires strong authority liaison experience, technical coordination skills, knowledge of infrastructure approvals, and the ability to support smooth project execution through timely permits, clearances, and compliance follow-up.
Key Responsibilities
* Manage all NOC, permit, and authority coordination activities for Dubai Municipality infrastructure projects.
* Coordinate with Dubai Municipality and other UAE authorities to secure required approvals, permits, clearances, and NOCs.
* Support the planning, execution, and delivery of roads, utilities, and associated infrastructure works through effective regulatory coordination.
* Review project drawings, utility layouts, method statements, technical documents, and submission packages before authority submission.
* Ensure all NOC and permit submissions comply with Dubai Municipality standards, project requirements, and applicable UAE regulations.
* Liaise with authorities, consultants, contractors, utility providers, and project teams to resolve approval-related issues.
* Track the status of authority submissions, comments, approvals, inspections, and required follow-up actions.
* Coordinate with RTA, DEWA, Etisalat, DU, Civil Defense, and other relevant stakeholders where project interfaces require external approvals.
* Support technical responses to authority comments and coordinate required revisions with design, supervision, and contractor teams.
* Maintain accurate records of NOC submissions, permits, approvals, correspondence, authority comments, and closeout documentation.
* Identify approval risks, potential delays, coordination gaps, and compliance issues that may affect project progress.
* Provide regular updates to project management on NOC progress, authority requirements, and critical approval timelines.
* Attend authority coordination meetings, technical workshops, and project progress meetings as required.
* Support site teams by ensuring work areas have the required permits and authority clearances before construction activities proceed.
* Assist in resolving conflicts related to utilities, access, road works, diversions, service protection, and infrastructure interfaces.
* Ensure contractor activities remain aligned with approved NOCs, permits, authority conditions, and project specifications.
* Support project closeout by coordinating final approvals, completion certificates, and authority-related handover requirements.
Candidate Requirements
* Bachelor’s Degree in Civil Engineering or a related engineering discipline.
* Strong experience in NOC engineering, permit management, and authority coordination for infrastructure projects in Dubai.
* Good knowledge of Dubai Municipality standards, UAE regulatory requirements, and infrastructure approval procedures.
* Experience with roads, utilities, drainage, sewerage, stormwater, irrigation, and associated civil infrastructure works.
* Familiarity with authority coordination involving Dubai Municipality, RTA, DEWA, Etisalat, DU, Civil Defense, and other relevant agencies.
* Ability to review drawings, technical documents, utility layouts, method statements, and submission packages for authority approvals.
* Strong understanding of NOC workflows, permit conditions, approval tracking, inspections, and regulatory closeout requirements.
* Experience coordinating with contractors, consultants, design teams, supervision teams, utility providers, and government authorities.
* Ability to identify approval risks, resolve coordination issues, and support timely project delivery.
* Strong documentation skills for maintaining submission logs, approval records, correspondence, and compliance reports.
* Excellent communication, follow-up, coordination, reporting, and problem-solving skills.
* UAE infrastructure project experience is required, with Dubai Municipality project experience strongly preferred.
