Role Context
The Senior OCC Engineer - Rail Systems will support Parsons by managing OCC system requirements and integration activities across all project stages, from planning and design through tender support, testing, commissioning, trial operations, and handover readiness. The position ensures that OCC systems are designed to support safe railway control, efficient service recovery, emergency response, passenger information coordination, and seamless interaction between operational teams, rail subsystems, and external stakeholders.
Key Responsibilities
* Lead the development, planning, and integration of OCC systems and operational control strategies for a major rail infrastructure project.
* Define OCC operational requirements, functional specifications, control philosophies, and performance criteria for railway operations.
* Ensure OCC systems are integrated with signalling, ATC, CBTC, SCADA, telecommunications, traction power, rolling stock, platform screen doors, depot systems, and passenger information systems.
* Coordinate integration between OCC systems, passenger systems, operational interfaces, airport-related systems, and external stakeholders where applicable.
* Support operational concepts, emergency response procedures, incident management strategies, and service recovery plans related to OCC operations.
* Coordinate interface management activities between OCC systems and rail, civil, MEP, architectural, operational, and stakeholder teams.
* Support systems engineering activities including requirements management, interface management, verification, validation, traceability, and operational readiness.
* Review and support Design and Construct tender documentation covering OCC technical specifications, interface requirements, operational requirements, and performance criteria.
* Develop and support testing and commissioning strategies including FAT, SAT, SIT, integrated testing, trial operations, and OCC readiness activities.
* Coordinate with designers, contractors, operators, authorities, and project stakeholders to align OCC delivery with operational and integration requirements.
* Identify and manage technical, operational, interface, and integration risks related to OCC systems.
* Recommend mitigation measures to improve system reliability, control room performance, operational resilience, and project delivery quality.
* Ensure compliance with project specifications, operational requirements, safety standards, international railway standards, and OCC best practices.
* Review system architecture, technical submissions, interface documentation, testing records, and operational readiness evidence.
* Provide technical leadership to the Project Manager, junior engineers, and multidisciplinary teams throughout the rail project lifecycle.
Ideal Profile
* Relevant engineering degree in Electrical Engineering, Electronics Engineering, Systems Engineering, Telecommunications Engineering, or an equivalent discipline from a recognized university.
* Minimum 15 years of experience in the AECO industry or a relevant technical field.
* Minimum 10 years of experience in rail projects or rail operations in Dubai, the GCC, or international markets.
* Professional certification or membership with a recognized engineering or railway institution will be preferred.
* Extensive experience in OCC systems planning, design, integration, and operations for large-scale rail and infrastructure projects.
* Experience with express railway systems will be an advantage.
* Strong expertise in rail systems, OCC operations, passenger systems, operational interface management, and railway control environments.
* Strong understanding of OCC integration with signalling, SCADA, communications, rolling stock, traction power, depot systems, and passenger information systems.
* Experience coordinating with external operational systems, airport-related interfaces, and Baggage Handling Systems will be highly desirable.
* Proven ability to manage technical and operational scope for OCC systems within mega rail or infrastructure projects.
* Strong understanding of systems engineering principles including requirements management, interface management, verification, and validation.
* Familiarity with international railway standards, OCC operational best practices, and rail safety requirements.
* Strong communication, leadership, coordination, analytical, and problem-solving skills.
* Ability to work effectively in complex, fast-paced, multi-stakeholder project environments and support delivery across all project stages.
