Role Context
The Senior OCC Engineer - Rail Systems will lead the planning, design coordination, integration, and delivery of Operations Control Centre systems across a major rail infrastructure project. The role connects operational requirements, control philosophies, passenger systems, railway subsystems, emergency response procedures, external interfaces, and commissioning readiness into one coordinated framework. By ensuring OCC systems are technically integrated and operationally prepared, the position supports safe railway operations, service recovery capability, incident response, and long-term system reliability.
Key Responsibilities
* Lead the development, planning, design coordination, and integration of OCC systems and operational control strategies across all project stages.
* Define OCC operational requirements, functional specifications, control philosophies, performance criteria, and operational workflows for railway operations.
* Ensure OCC systems integrate effectively with signalling, ATC, CBTC, SCADA, telecommunications, traction power, rolling stock, platform screen doors, depot systems, and passenger information systems.
* Coordinate integration between OCC systems, passenger systems, operational interfaces, airport-related interfaces, external systems, and stakeholder environments where applicable.
* Support development of operational concepts, emergency response procedures, incident management strategies, degraded mode operations, and service recovery plans.
* Coordinate interface management activities between OCC systems and rail, civil, MEP, architectural, operational, systems, and stakeholder teams.
* Support Systems Engineering processes including requirements management, interface management, verification, validation, traceability, and operational readiness.
* Review Design and Construct tender documentation, including OCC technical specifications, operational requirements, interface definitions, and performance criteria.
* Develop and support testing and commissioning strategies for OCC systems, including FAT, SAT, SIT, integrated testing, trial operations, and readiness reviews.
* Coordinate with designers, contractors, operators, authorities, stakeholders, and specialist system providers to align technical, operational, and integration requirements.
* Identify technical, operational, safety, interface, and delivery risks related to OCC systems and implement practical mitigation measures.
* Review OCC design deliverables, control room layouts, operational procedures, system architecture, interface documents, and testing plans for compliance and coordination.
* Ensure all OCC-related outputs comply with project specifications, safety standards, railway operational requirements, and international OCC best practices.
* Support integration with external operational systems, airport interfaces, and Baggage Handling Systems where project scope requires coordinated passenger or baggage operations.
* Provide technical leadership to the Project Manager and multidisciplinary teams across design, procurement support, construction, testing, commissioning, and handover.
* Guide technical discussions, coordination workshops, system integration meetings, design reviews, and operational readiness sessions.
* Maintain clear technical records, interface actions, risk items, requirements status, and decision logs related to OCC system delivery.
Ideal Profile
* Engineering degree in Electrical Engineering, Electronics Engineering, Systems Engineering, Telecommunications Engineering, or an equivalent discipline from a recognized university.
* Minimum 15 years of experience in the AECO industry, rail systems, transportation infrastructure, operations technology, or a relevant engineering field.
* Minimum 10 years of experience in rail projects, rail operations, or large-scale railway infrastructure in Dubai, the GCC, or international markets.
* Extensive experience in OCC systems planning, design, integration, operational coordination, and delivery for major rail or express railway projects.
* Strong expertise in OCC operations, railway operational interfaces, passenger systems, control room requirements, service management, and incident response planning.
* Good understanding of integration between OCC systems and signalling, SCADA, communications, rolling stock, traction power, depot systems, and passenger information systems.
* Experience coordinating with external operational systems, airport-related interfaces, and Baggage Handling Systems will be highly desirable.
* Proven ability to manage the technical and operational scope of OCC systems within mega rail or infrastructure programmes.
* Strong understanding of Systems Engineering principles including requirements management, interface definition, verification, validation, and traceability.
* Familiarity with international railway standards, OCC operational best practices, safety requirements, and operational readiness frameworks.
* Professional certification or membership with a recognized engineering or railway institution is preferred.
* Strong communication and leadership skills with the ability to coordinate multidisciplinary teams and engage effectively with stakeholders.
* Analytical and practical problem-solving capability for identifying OCC integration risks and implementing workable solutions.
* Ability to operate effectively in complex, fast-paced, multi-stakeholder project environments across all delivery stages.
