Role Context
The Senior Planning Manager - Infrastructure will lead project controls functions across complex infrastructure delivery programs, helping project teams maintain schedule certainty, manage risk exposure, monitor contractor performance, and protect contractual position through accurate records and structured reporting. The role supports successful delivery by building integrated master schedules, reviewing programme updates, assessing delay events, maintaining risk registers, and presenting reliable performance insights to clients, consultants, contractors, and Parsons Corporation management.
Key Responsibilities
* Lead project controls activities covering planning, scheduling, progress measurement, risk management, change control, delay analysis, and management reporting.
* Develop, implement, and maintain project controls systems, procedures, compliance standards, reporting structures, and monitoring processes.
* Prepare, manage, and update integrated master schedules across multiple infrastructure packages, stakeholders, interfaces, and delivery phases.
* Review contractors\' baseline schedules, revised programmes, monthly updates, recovery schedules, and supporting narratives.
* Identify schedule delays, critical path changes, interface risks, resource issues, and emerging project constraints.
* Recommend mitigation measures, recovery strategies, sequencing improvements, and corrective actions to support project delivery.
* Conduct schedule impact assessments, time impact analyses, delay reviews, disruption assessments, and project risk evaluations.
* Maintain project risk registers and lead risk workshops with clients, contractors, consultants, and internal project teams.
* Prepare progress reports, schedule forecasts, KPI dashboards, executive summaries, project controls updates, and management presentations.
* Assess Extension of Time claims, disruption claims, and delay submissions using recognized delay analysis methodologies.
* Coordinate with clients, consultants, contractors, engineers, commercial teams, and project managers to resolve planning and controls issues.
* Establish progress measurement systems, project KPIs, schedule performance indicators, tracking tools, and reporting dashboards.
* Manage project records, trackers, logs, contractual correspondence, delay notices, change registers, and planning-related documentation.
* Lead project controls meetings and provide clear technical guidance to planning engineers and project controls team members.
* Support stakeholder communication through accurate reporting, data-led analysis, clear presentations, and practical schedule advice.
* Use Primavera P6, Primavera Risk Analysis, Power BI, and related project controls tools to strengthen visibility, forecasting, and decision support.
* Monitor compliance with contractual requirements, industry best practices, project governance, and applicable infrastructure delivery standards.
Ideal Profile
* Bachelor\'s degree in Civil Engineering, Construction Management, or a related discipline from a recognized institution.
* Minimum 15 years of experience in project planning, scheduling, and project controls for major infrastructure projects.
* Minimum 3 years of UAE experience, preferably on roads, utilities, drainage, civil works, transportation, or large public infrastructure programs.
* Strong proficiency in Primavera P6, Primavera Risk Analysis, and Power BI.
* Proven ability to develop and manage integrated master schedules across multiple contractors, packages, workstreams, and stakeholders.
* Strong knowledge of progress measurement systems, KPIs, project monitoring tools, forecasting, and performance reporting.
* Experience reviewing contractor programmes, schedule updates, baseline submissions, recovery schedules, and delay-related documentation.
* Practical knowledge of Extension of Time assessments, disruption analysis, delay claims, and recognized delay analysis methodologies.
* Ability to lead risk workshops, maintain risk registers, and translate schedule risk into practical project actions.
* Good understanding of construction management, infrastructure delivery processes, contractual correspondence, change control, and project governance.
* Strong written and oral communication skills with the ability to prepare clear reports, dashboards, presentations, and stakeholder updates.
* Thorough knowledge of industry best practices, planning standards, project controls procedures, and applicable regulations.
* Leadership capability to guide planning engineers, coordinate with multidisciplinary teams, and support confident client-facing communication.
