Role Context
The
Key Responsibilities
* Plan, direct, and control the technical, commercial, fiscal, administrative, and operational functions of assigned infrastructure projects.
* Lead the delivery of major infrastructure works, ensuring projects progress safely, on schedule, within budget, and in line with contractual and quality requirements.
* Oversee infrastructure design delivery covering roads, bridges, utilities, drainage, public realm, civil works, and associated project interfaces.
* Establish and monitor project execution plans, health and safety plans, quality plans, environmental controls, and risk management strategies.
* Manage multidisciplinary project teams, define responsibilities, mobilize resources, and maintain clear accountability across all delivery stages.
* Serve as the primary client interface, maintaining strong communication, resolving concerns, and supporting confident decision-making throughout the project lifecycle.
* Lead project controls including budgeting, scheduling, progress monitoring, change management, risk tracking, and recovery planning.
* Oversee contractor performance, construction supervision, contract administration, consultant coordination, and authority interface requirements.
* Coordinate with government agencies, municipalities, utility providers, consultants, and project stakeholders to resolve technical, commercial, and delivery challenges.
* Review scope changes, assess commercial impact, support negotiations, and protect project performance through disciplined change control.
* Ensure project activities comply with applicable codes, standards, regulations, contract requirements, and company quality management systems.
* Promote the effective use of digital construction technologies, construction management systems, reporting tools, and data-led project controls.
* Provide leadership, mentoring, performance guidance, and technical direction to project personnel and delivery teams.
* Support business development by identifying additional service opportunities and strengthening long-term client relationships.
Ideal Profile
* Bachelor\'s degree in Civil Engineering, Construction Management, or a related technical or business discipline.
* Minimum 18 years of experience in infrastructure design, construction delivery, and major civil project management.
* Proven UAE or GCC project experience, with strong understanding of regional infrastructure delivery requirements.
* Extensive background managing multidisciplinary infrastructure projects from design coordination and construction execution through completion and handover.
* Strong knowledge of roads, bridges, utilities, drainage, public realm, enabling works, civil infrastructure, and related construction interfaces.
* Thorough understanding of engineering, procurement, construction, contract administration, project controls, and quality management.
* Demonstrated ability to lead large project teams in a senior project management capacity.
* Strong experience with contractor oversight, construction supervision, stakeholder engagement, commercial management, and authority coordination.
* Practical knowledge of FIDIC contracts, claims awareness, change control, risk management, project reporting, and delivery governance.
* Familiarity with digital construction technologies and their application in complex infrastructure project environments.
* Professional certification such as PMP or PgMP is preferred.
* Strong communication, negotiation, leadership, and problem-solving skills with the ability to influence senior stakeholders.
