Role Context
The Senior Project Manager - Rail Delivery will lead and coordinate project package activities within a major rail programme, ensuring that consultant and contractor performance, regulatory approvals, safety requirements, quality controls, commercial matters, and technical interfaces remain aligned with client objectives. The role supports successful delivery by managing package integration, monitoring cost and schedule performance, guiding stakeholder engagement, resolving delivery risks, and maintaining clear reporting across a multi-organization project environment.
Key Responsibilities
* Plan, coordinate, and manage all phases of rail project delivery from concept and planning through construction, testing, commissioning, and completion.
* Monitor PMEC and contractor performance against packaging strategy, programme requirements, cost controls, standards, codes, and design coordination obligations.
* Oversee production of construction tender documentation and support approvals from the client, regulatory authorities, and relevant project stakeholders.
* Ensure project activities comply with industry regulations, environmental standards, safety protocols, authority requirements, and contractual obligations.
* Supervise permit and approval requirements from relevant authorities to support smooth project progress.
* Implement project quality standards and conduct periodic reviews to confirm work meets approved specifications and delivery expectations.
* Manage interfaces between rail work packages, civils packages, systems, contractors, consultants, and operational stakeholders.
* Lead stakeholder engagement and provide clear progress reporting to the client, leadership teams, contractors, and project partners.
* Manage contract delivery within the wider programme environment, including change control, reporting, risk tracking, and commercial coordination.
* Promote collaboration, continuous improvement, technical excellence, and best practice across the project team.
* Monitor project progress, major milestones, constraints, risks, cost issues, and schedule impacts, then report key matters to client management.
* Oversee development and implementation of the Project Management Plan, Health and Safety Plan, Quality Assurance and Quality Control Plan, Systems Integration Plan, Testing and Commissioning Plan, and related project documents.
* Work with project staff, consultants, contractors, and subcontractors to create action plans for delays, cost overruns, technical constraints, or major scope changes.
* Support client presentations, technical reporting, internal correspondence, external communication, and senior stakeholder updates.
* Lead teams with a proactive, practical, and accountable approach across design, procurement, construction, and operations-related project phases.
* Build strong working relationships across a multi-organizational environment while supporting the client’s collaborative project culture.
Ideal Profile
* Bachelor’s degree in Engineering or a related technical discipline.
* Chartered Engineer status is preferred.
* Master’s degree is preferred.
* Minimum 15 years of experience in management of design or construction for rail projects, preferably high-speed rail.
* Demonstrated project management experience on railway, transit, or major infrastructure programs.
* Experience managing multidisciplinary rail civils packages, technical interfaces, construction workstreams, and programme dependencies.
* Proven construction management experience with strong understanding of sequencing, approvals, safety, quality, and site delivery requirements.
* Strong commercial and financial awareness within a project, package, or programme environment.
* Ability to lead project teams and manage complex stakeholder environments involving clients, consultants, contractors, authorities, and subcontractors.
* Excellent written and oral communication skills with the ability to translate complex technical subjects into clear language for non-technical leadership.
* Strong capability in client presentations, technical reporting, internal correspondence, and external stakeholder communication.
* Proven ability to work effectively across multidisciplinary teams and build trusted professional relationships.
* Self-motivated and capable of managing tasks independently while responding effectively to project direction.
* Creative and practical problem solver with a positive attitude, strong work ethic, quick learning ability, and delivery-focused mindset.
* Engineering background or strong technical project delivery background is required.
* PMP, CCM, or equivalent project or construction management certification is preferred.
* Proven experience on high-speed rail projects is highly desirable.
* GCC or UAE project experience is preferred.
