Role Context
The Senior Project Manager - Rail Works will manage key enabling works and rail infrastructure package activities across the full project lifecycle, from concept and planning through procurement, construction, testing, commissioning, and completion. The role supports successful programme delivery by monitoring consultant and contractor performance, managing package interfaces, securing approvals, driving quality and safety standards, controlling change, and maintaining clear reporting to client leadership on progress, cost, schedule, risks, and critical project decisions.
Key Responsibilities
* Plan, coordinate, and manage all phases of rail project delivery from concept through completion.
* Lead package activities within a major high speed rail programme, including enabling works, rail civils, interfaces, planning, procurement, construction, and operations readiness.
* Monitor PMEC and contractor performance against the approved packaging strategy, delivery programme, cost requirements, technical standards, and design coordination obligations.
* Oversee preparation and progress of construction tender documentation, ensuring required approvals are obtained from the client and relevant regulatory authorities.
* Ensure project activities comply with industry regulations, environmental standards, safety protocols, local authority requirements, and client procedures.
* Supervise permitting and approval processes required from relevant authorities and project stakeholders.
* Implement project quality standards and conduct periodic reviews to confirm works meet approved specifications and delivery requirements.
* Manage interfaces between work packages, rail systems, civil works, enabling works, contractors, consultants, and operational stakeholders.
* Lead stakeholder engagement and maintain clear communication with clients, authorities, consultants, contractors, subcontractors, and internal project teams.
* Manage contract delivery within the wider programme environment, including reporting, change control, commercial coordination, and package performance tracking.
* Promote collaboration, continuous improvement, technical excellence, and best practice across the project team.
* Monitor and report to client management on project progress, milestones, risks, constraints, cost impacts, and schedule matters.
* Oversee establishment and implementation of the Project Management Plan, Health and Safety Plan, Quality Assurance and Quality Control Plan, Systems Integration Plan, Testing and Commissioning Plan, and other required project documents.
* Work with key project staff, consultants, contractors, and subcontractors to develop action plans for delays, cost overruns, scope changes, and delivery risks.
* Support technical reporting, client presentations, internal correspondence, external communication, and leadership briefings.
* Drive accountability, team performance, relationship management, and proactive problem solving in a multi-organizational project environment.
Ideal Profile
* Bachelor\'s degree in Engineering or a related technical discipline.
* Chartered Engineer status is preferred.
* Master\'s degree is preferred.
* Minimum 15 years of experience in the management of design or construction for rail projects, preferably high speed rail.
* Demonstrated experience in project management for enabling works, railway projects, transit programs, or major civil infrastructure packages.
* Proven ability to manage multidisciplinary rail civils packages, construction interfaces, delivery risks, and stakeholder requirements.
* Strong construction management experience with practical understanding of package sequencing, site delivery, approvals, quality, safety, and commissioning interfaces.
* Strong commercial and financial awareness within a project, package, or programme delivery environment.
* Ability to lead teams and manage complex stakeholder environments across client, consultant, contractor, authority, and subcontractor groups.
* Excellent written and oral communication skills with the ability to explain complex technical issues clearly to non-technical leadership.
* Strong technical reporting, client presentation, correspondence, and stakeholder communication capability.
* Proven ability to work effectively in a multi-organizational environment and build relationships that support a proactive and collaborative project culture.
* Self-motivated, organized, and able to manage tasks independently while taking direction when required.
* Creative problem solver with a positive attitude, strong work ethic, and practical delivery mindset.
* Engineering background or strong technical project delivery background is required.
* PMP, CCM, or equivalent project or construction management certification is preferred.
* Proven experience on high speed rail projects is highly desirable.
* GCC or UAE project experience is preferred.
