Role Context

The Senior Quantity Surveyor supports the financial and contractual control of major infrastructure works by reviewing contractor measurements, payment applications, cost reports, claims, variations, and change orders. The role helps protect project budgets, strengthen commercial governance, reduce contractual risk, and ensure that payments and cost movements are assessed accurately. Working closely with clients, supervision teams, consultants, contractors, and commercial teams, this position contributes to disciplined contract administration and transparent cost management across complex civil engineering projects.

Key Responsibilities

* Manage contractual and commercial correspondence related to assigned infrastructure projects.
* Handle cost reports, variations, claims, payment records, and commercial documentation.
* Maintain payment logs, variation logs, claims logs, and related commercial tracking registers.
* Coordinate with clients on quantity surveying, commercial, payment, and contractual matters.
* Work with the supervision team to manage contractual letters, claims responses, and commercial communications.
* Support the project team on all commercial and contractual issues arising during project execution.
* Guide Quantity Surveyors on measurement principles, re-measurement requirements, and BOQ interpretation.
* Review BOQ recapitulation prepared by Quantity Surveyors and confirm accuracy before submission.
* Review monthly financial affairs reports and support clear commercial reporting.
* Review interim and final measurements for completed contractor works.
* Review contractor and consultant interim and final payment certificates.
* Process contractor payment certificates in line with contract requirements and approved procedures.
* Prepare and review tender documents, tender reports, commercial schedules, and related procurement documentation.
* Prepare or review variation submissions, new rate proposals, and supporting cost build-ups.
* Prepare and review variation orders and change orders for approval.
* Support cost planning and cost control activities across the project lifecycle.
* Review preparation of change orders and variation orders to ensure proper contractual and commercial basis.
* Assist in evaluating contractor claims, entitlement, supporting evidence, and cost implications.
* Draft and review contractual letters with clear commercial reasoning and accurate project references.
* Apply CESMM, FIDIC, and relevant contract standards when reviewing measurements, claims, variations, and payment matters.
* Support senior management with accurate commercial advice, project cost visibility, and contract administration input.
* Work in a management capacity when required and help coordinate commercial priorities across the project team.

Ideal Profile

* Bachelor’s degree or master’s degree in Civil Engineering, Construction Management, Quantity Surveying, or a related field.
* Minimum 15 years of experience in prime contract administration, quantity surveying, cost management, or commercial management on major roads and large infrastructure projects.
* Professional membership such as MRICS is highly preferred.
* Strong knowledge of CESMM, FIDIC, and relevant infrastructure contract standards.
* Experience reviewing BOQs, re-measurements, payment certificates, variations, claims, tender documents, and commercial reports.
* Prior experience working in a consultancy environment is preferred.
* UAE client approvals will be an advantage.
* Related work experience in Dubai infrastructure projects is preferred.
* Working knowledge of PC software packages commonly used for contract administration, cost reporting, and commercial documentation.
* Strong ability to perform in a management capacity and guide quantity surveying teams.
* Excellent written and spoken English communication skills.
* Strong interpersonal skills for working with clients, consultants, contractors, supervision teams, and project leadership.
* Detail-focused approach to measurement, payment review, contract letters, cost control, and claim evaluation.
* Ability to work under project pressure while maintaining commercial accuracy, professionalism, and clear documentation.
