Role Context
The Senior Quantity Surveyor supports commercial control across a villas development project by verifying quantities, reviewing payment applications, managing budgets, assessing variations, checking claims, and preparing final account documentation. The role helps protect the client’s commercial position by ensuring valuations, cost reports, contractual records, consultant payments, contractor payments, insurances, bonds, and claim settlements are properly reviewed and documented. Strong cost management discipline is essential to keep residential and building project delivery financially controlled, contractually compliant, and aligned with project requirements.
Key Responsibilities
* Manage pre-contract and post-contract quantity surveying activities for villa, residential, building, or mixed-use development projects.
* Work with re-measurement, lump sum, FIDIC, and bespoke contract arrangements as required by the project.
* Prepare, review, and validate Bills of Quantities for accuracy, completeness, and commercial clarity.
* Prepare and maintain project budgets, cost estimates, cash flow forecasts, monthly cost reports, and financial records.
* Verify quantities, check valuations, and ensure work completed is measured and recorded accurately.
* Review and certify interim payment applications submitted by contractors and supervision consultants.
* Issue or support preparation of payment certificates in line with contract requirements and project procedures.
* Review and assess consultant and contractor claims with proper reference to contract documents, records, and supporting evidence.
* Assess Extension of Time claims in coordination with the planning engineer and under direction from the Project Manager.
* Review variation submissions, PC adjustments, PS adjustments, new rates, change impacts, and supporting cost information.
* Prepare, negotiate, and support settlement of claims, variations, and commercial adjustments.
* Participate in site visits and prepare commercial reports as directed by the Project Manager.
* Ensure consultants and contractors submit required insurances, bonds, guarantees, and contractual documents in accordance with the contract.
* Support project closeout procedures and prepare consultant and contractor final accounts.
* Check completeness and validity of contractual requirements before commercial approvals are processed.
* Advise on contractor and consultant resource allocation from a commercial and contractual perspective.
* Ensure valuations are submitted promptly and include complete measurement and supporting documentation.
* Monitor final cost estimates and report changes that may affect the project budget.
* Maintain expenditure records, payment logs, valuation files, variation records, and claim settlement documentation.
* Coordinate and monitor activities of the commercial team to keep deliverables aligned with project requirements.
* Prepare financial statements and commercial inputs for monthly project reports.
* Review construction contract commercial documents, drawings, specifications, and project correspondence.
* Support the Project Manager with commercial advice, cost visibility, and contractual administration.
* Perform other quantity surveying and commercial duties associated with the role as required.
Ideal Profile
* Bachelor’s degree in Quantity Surveying or Civil Engineering.
* 10-15 years of related quantity surveying, cost management, contract administration, or commercial management experience.
* Strong experience on villa, building, residential community, or mixed-use development projects within the UAE.
* Dubai project experience is an advantage.
* Sound knowledge of contractual and commercial management across pre-contract and post-contract stages.
* Strong understanding of re-measurement contracts, lump sum contracts, FIDIC conditions, and similar bespoke contract forms.
* Clear ability to work with construction contract commercial documents, drawings, specifications, BOQs, cost reports, and valuation records.
* Experience with reputable consultants, PMC organizations, client-side teams, or major top-tier contractors.
* Prior exposure to villas, residential communities, building developments, or mixed-use projects in the UAE is preferred.
* Strong skills in payment certification, cost reporting, variation assessment, claim review, final account preparation, and commercial correspondence.
* Ability to check quantities, maintain expenditure records, negotiate claims, and support commercial closeout.
* Excellent written and spoken English communication skills.
* Strong report-writing and presentation ability for client, consultant, contractor, and project management communication.
* Detail-focused approach with strong commercial judgment and disciplined documentation habits.
* Ability to coordinate with project managers, planning engineers, consultants, contractors, supervision teams, and commercial staff.
