Role Context
The Senior Resident Engineer - Utilities will lead the site delivery of major infrastructure works involving wet utilities, dry utilities, high-voltage network interfaces, utility diversions, and associated civil construction activities. The position carries full technical and administrative responsibility for site operations, ensuring that works are executed safely, efficiently, and in accordance with project specifications, contract requirements, approved methodologies, quality standards, and construction schedules. Strong leadership is required to align contractors, design teams, client representatives, internal stakeholders, and field engineering teams around project delivery objectives.
Key Responsibilities
* Lead, plan, schedule, and supervise all field engineering and construction activities across assigned infrastructure works.
* Provide full administrative and technical oversight of site operations to ensure alignment with project goals, specifications, procedures, and contractual requirements.
* Manage construction schedules, procurement schedules, site priorities, and delivery milestones to support timely execution of the works.
* Oversee subcontractor and contractor performance, including coordination, technical guidance, progress review, and issue resolution.
* Support negotiations and technical discussions with contractors, subcontractors, and project stakeholders where required.
* Plan and allocate site resources to ensure adequate staffing, supervision coverage, and efficient delivery of field engineering activities.
* Provide technical direction on scope of work, construction methodologies, sequencing, interfaces, and site-related challenges.
* Develop and monitor budget estimates, manpower needs, equipment requirements, and resource plans based on project scope and schedule.
* Ensure quality control procedures are implemented and continuously monitored across all site activities.
* Monitor contractor work quality against approved drawings, specifications, inspection requirements, and project quality standards.
* Enforce strict compliance with health, safety, and environmental requirements across construction operations.
* Promote safe work practices and ensure adherence to project-specific HSE standards, procedures, and safety expectations.
* Coordinate closely with design teams, contractors, client representatives, utility providers, and internal project stakeholders.
* Manage and review project documentation, including drawings, specifications, technical records, change orders, back-charge records, and site correspondence.
* Monitor contractor progress and performance against approved schedules, contractual requirements, quality obligations, and site delivery targets.
* Provide technical and managerial input on construction planning, utility sequencing, field constraints, and problem-solving strategies.
* Support senior management with advice on construction methodologies, cost implications, schedule risks, and overall site performance.
* Oversee wet and dry utility works, with particular attention to high-voltage dry utilities systems, network interfaces, and utility diversions.
* Identify site risks early and implement practical mitigation measures to avoid delays, rework, safety concerns, or interface conflicts.
* Review site progress, technical issues, resource gaps, and construction priorities through regular coordination with project teams.
* Maintain strong communication with client representatives and internal leadership to support transparent reporting and timely decision-making.
* Ensure readiness to be based on site according to project demands and construction supervision requirements.
* Perform other responsibilities associated with senior resident engineering and infrastructure site leadership as assigned by project management.
Ideal Profile
* Bachelor degree in Civil Engineering, Electrical Engineering, or a related discipline.
* Minimum 12 years of experience in construction and field engineering.
* Strong supervisory experience on large-scale infrastructure projects.
* Proven expertise in wet and dry utilities, with preference for high-voltage dry utilities systems.
* Solid understanding of utility coordination, high-voltage network interfaces, utility diversions, and dry utilities delivery.
* Strong knowledge of construction methodologies, site execution practices, QA/QC procedures, project documentation, and HSE requirements.
* Experience managing multidisciplinary site teams, contractors, subcontractors, consultants, and client-side coordination.
* Proficiency in CAD and standard engineering or construction software tools.
* Excellent communication, leadership, coordination, and decision-making skills.
* Ability to manage complex site operations, multiple priorities, field constraints, and fast-paced construction environments.
* Strong experience on large-scale infrastructure projects within the UAE or GCC region is highly preferred.
* Able to proactively identify project risks and implement effective mitigation plans.
* Technically confident, commercially aware, and capable of supporting senior management with practical site-based advice.
