Role Context
The Senior Rolling Stock Engineer - Rail will support Parsons in delivering advanced rail infrastructure projects by leading rolling stock requirements from concept and feasibility through design, procurement support, testing, commissioning, and operational readiness. The position plays a key role in ensuring rolling stock performance, passenger experience, system compatibility, safety, reliability, and full integration with signalling, power, depot, platform, OCC, airport, and external operational interfaces.
Key Responsibilities
* Lead the definition, development, and integration of rolling stock requirements across feasibility, concept design, detailed design, tender support, and delivery stages.
* Develop technical specifications and performance requirements covering speed, capacity, reliability, passenger comfort, operational suitability, and express railway service needs.
* Ensure rolling stock integration with signalling systems, ATC, CBTC, power supply, platform interfaces, depot facilities, OCC systems, and relevant external systems.
* Define rolling stock configurations that support express railway operations, luggage storage, passenger and baggage flow, efficient boarding, alighting, and premium passenger experience.
* Support preparation of Design and Construct tender documentation, rolling stock specifications, performance criteria, and interface requirements.
* Coordinate interface management between rolling stock, infrastructure, systems, and operational stakeholders through Interface Control Documents and project interface procedures.
* Support systems engineering activities including requirements definition, verification, validation, traceability, and technical compliance for rolling stock systems.
* Develop and support testing and commissioning strategies including FAT, SAT, SIT, dynamic testing, trial operations, and readiness planning.
* Identify, assess, and manage technical risks related to rolling stock integration, operational interfaces, passenger requirements, and baggage planning.
* Coordinate with multidisciplinary teams, project managers, stakeholders, operators, authorities, and delivery partners to align technical, operational, and regulatory requirements.
* Ensure compliance with project specifications, safety requirements, international rolling stock standards, railway standards, and operational best practices.
* Provide technical leadership to project teams and contribute to the successful delivery of large-scale rail, mobility, and airport-integrated infrastructure projects.
Ideal Profile
* Relevant engineering degree in Mechanical Engineering, Electrical Engineering, or an equivalent discipline from a recognized university.
* Minimum 15 years of experience in the AECO industry or a relevant technical field.
* Minimum 10 years of experience in rail projects or rail operations in Dubai, the GCC, or international markets.
* Strong experience in rolling stock definition, design, integration, and technical delivery for major rail or infrastructure programs.
* Proven background in express railway systems, high-performance rail operations, passenger planning, and baggage-related operational requirements.
* Strong understanding of rolling stock interfaces with signalling, power systems, platforms, depot facilities, control systems, and airport-related systems.
* Experience managing technical and management scope for complex rolling stock packages within mega rail or infrastructure projects.
* Ability to work closely with project managers, systems engineers, operators, authorities, and multidisciplinary delivery teams.
* Certification or membership with a recognized professional engineering institute or association will be an advantage.
* Experience with airport-integrated rail systems, terminal operations, and Baggage Handling Systems will be highly desirable.
* Familiarity with international standards and best practices for rolling stock design, safety, operations, and commissioning.
* Strong communication, leadership, analytical, and problem-solving skills.
* Ability to perform effectively in complex, fast-paced, multi-stakeholder project environments.
