Role Context
The Smart City Systems Specialist - ICT will support Parsons by working within a multidisciplinary team delivering technical designs and integrated smart city systems across the urban realm. The role connects smart city strategy with practical implementation by defining connectivity requirements, reviewing ICT and network designs, coordinating with telecom operators, supporting approvals, and helping ensure digital infrastructure is scalable, resilient, secure, and ready for future city operations.
Key Responsibilities
* Translate smart city solution requirements into clear performance specifications, functional requirements, and implementation-ready technical inputs.
* Ensure alignment between smart city platforms, digital applications, field-level systems, and communication connectivity.
* Identify suitable locations for IoT sensors, gateways, edge devices, and field equipment to support reliable network coverage and operational performance.
* Coordinate, review, and validate ICT designs that enable smart city use cases across urban infrastructure.
* Ensure ICT and communication designs comply with GCC telecom regulations, national ICT policies, and relevant authority requirements.
* Coordinate with licensed telecom operators for connectivity approvals, design alignment, integration requirements, and regulatory submissions.
* Support approval documentation, compliance records, technical submissions, and stakeholder-facing reports.
* Act as a trusted systems advisor to internal teams and clients on smart city systems, ICT networks, and digital infrastructure design.
* Support technical workshops, design reviews, stakeholder alignment meetings, and interdisciplinary coordination sessions.
* Provide clear technical guidance to non-technical decision-makers, helping them understand connectivity, systems, and operational requirements.
* Coordinate with smart city solution architects, ICT designers, security specialists, telecom operators, field teams, and other Parsons disciplines.
* Define connectivity requirements for smart city use cases including IoT sensors, surveillance, mobility, utilities, environment, and public safety.
* Review and assure network designs covering fiber, wireless networks, IoT connectivity, edge devices, and field communication systems.
* Ensure smart city designs are scalable, secure, resilient, available, future-ready, and suitable for long-term operations.
* Support the transition from design and implementation planning into operations, maintenance, and service continuity.
Ideal Profile
* Bachelor’s degree in Information Technology, Telecommunications, Computer Engineering, or a related engineering field is required.
* More than 5 years of experience in systems engineering, ICT, communication networks, or smart city-related roles.
* Experience supporting smart city, digital infrastructure, IoT-based, or urban technology projects.
* Good understanding of ICT concepts, network architectures, communication standards, and integration principles.
* Ability to collaborate effectively with ICT specialists, designers, solution architects, security teams, and field implementation teams.
* Experience in one or more ICT or communication network areas such as fiber optic networks, LTE, 5G, Wi-Fi, LoRaWAN, NB-IoT, cellular IoT, or cybersecurity.
* Experience working on government, municipality, or city authority projects within the GCC will be an advantage.
* Familiarity with GCC telecom regulations, ICT compliance requirements, and telecom operator coordination.
* Conceptual understanding of network security, resilience, availability, and operational continuity.
* Strong communication and stakeholder management skills with the ability to explain technical topics clearly.
* Ability to work in a multidisciplinary design environment and support multiple smart infrastructure workstreams.
