Role Context
The Stakeholder Manager - Rail will act as a key link between the project team and external stakeholders involved in a major railway programme. The role focuses on building a structured engagement strategy, managing authority and utility interfaces, tracking comments and approvals, supporting design teams with stakeholder requirements, and reducing approval-related delays. By maintaining clear communication and disciplined records, the position helps strengthen design coordination, regulatory compliance, stakeholder confidence, and project readiness before construction.
Key Responsibilities
* Develop and implement the stakeholder engagement strategy and communication plan for the railway project.
* Identify, map, and categorize all relevant stakeholders, including government authorities, transport operators, utility providers, regulatory bodies, external entities, and project partners.
* Coordinate stakeholder inputs and ensure requirements are properly captured, reviewed, tracked, and reflected in design development.
* Manage stakeholder communication activities, including meetings, workshops, technical coordination sessions, formal correspondence, and structured submissions.
* Track stakeholder comments, feedback, decisions, permits, approvals, and outstanding actions to ensure timely resolution and closure.
* Support design teams in understanding stakeholder requirements and resolving design interface issues linked to authorities, operators, utilities, and external parties.
* Coordinate with authorities to facilitate approvals, permits, compliance reviews, and regulatory submissions.
* Maintain stakeholder registers, communication logs, approval trackers, action lists, meeting records, and reporting mechanisms.
* Support preparation of documentation required for stakeholder engagement, design review, permitting, authority coordination, and formal approvals.
* Monitor stakeholder risks, approval delays, communication gaps, and unresolved interface matters, then develop practical mitigation strategies.
* Act as the main coordination point between project teams and external stakeholders during design and pre-contract phases.
* Facilitate alignment between engineering, planning, design, interface, commercial, and stakeholder teams to ensure project requirements are consistent.
* Support project leadership with stakeholder progress updates, risk summaries, approval status reports, and escalation recommendations.
* Coordinate multidisciplinary teams to prepare clear responses to stakeholder comments and technical queries.
* Help maintain positive working relationships with government authorities, utilities, operators, and external agencies throughout the project lifecycle.
* Ensure engagement activities are handled professionally, accurately, and in line with project objectives, programme requirements, and regulatory expectations.
Ideal Profile
* Bachelor’s degree in Engineering, Planning, Project Management, or a related discipline.
* Minimum 10 years of experience in stakeholder management, authority coordination, or project interface roles.
* Demonstrated experience on rail, metro, transportation, or major infrastructure projects.
* Strong background working with government authorities, utility providers, transport operators, regulators, and external stakeholders.
* Good understanding of design development processes, stakeholder integration requirements, permitting workflows, and regulatory approval procedures.
* Experience managing approvals, permits, formal submissions, stakeholder comments, and closure trackers.
* Professional certification in stakeholder management, project management, or a related field will be an advantage.
* GCC or similar regulatory environment experience is preferred.
* Strong communication, negotiation, coordination, and relationship management skills.
* Ability to manage complex stakeholder environments with multiple interfaces, sensitive issues, and competing priorities.
* Strong organizational ability with attention to documentation, reporting accuracy, and action follow-up.
* Capable of working with multidisciplinary teams while maintaining a calm, practical, and solution-focused approach.
* Able to operate effectively in fast-paced project environments and support delivery across design, pre-contract, and future implementation stages.
