Role Context
The Structural Engineer - Bridges and Tunnels will support Parsons by supervising complex structural works across bridges, tunnels, underground structures, and major transport infrastructure. The role contributes to safe and compliant project delivery by reviewing technical submissions, monitoring site execution, witnessing critical structural activities, maintaining accurate records, supporting contractual administration, and ensuring that completed works meet IFC drawings, specifications, authority requirements, and international engineering standards.
Key Responsibilities
* Supervise bridge substructure works including bored piles, barrettes, pile caps, piers, abutments, bearing shelves, and associated foundation elements.
* Monitor bridge superstructure works including precast girders, cast-in-situ girders, segmental box girders, deck slabs, stitch pours, parapets, and crash barriers.
* Witness post-tensioning activities including duct installation, strand threading, stressing, elongation checks, grouting, and anchor block protection.
* Supervise bearing installation, expansion joint installation, deck waterproofing, asphalt overlay, and related structural finishing works.
* Verify heavy-lift operations including girder launching, segmental erection, lifting plans, and launching gantry activities.
* Supervise cut-and-cover structural works including diaphragm walls, secant pile walls, base slabs, walls, and roof slabs.
* Monitor TBM-related structural activities including segment delivery checks, ring build, annular grouting, and as-built ring geometry.
* Witness NDT activities including UPV, rebound hammer, half-cell potential, GPR, and concrete cube or cylinder testing.
* Review contractor method statements, inspection test plans, shop drawings, material submittals, and mix designs for structural works.
* Review temporary works submissions including formwork, falsework, shoring, and lifting plans, then escalate items requiring ARE approval.
* Verify survey setting-out, levels, alignments, camber, and geometric tolerances against IFC drawings and project requirements.
* Raise non-conformance reports, investigate structural defects, and review contractor remedial proposals before recommending them to the ARE.
* Review IFC drawings, design clarifications, RFIs, value engineering proposals, and design change submissions related to structural works.
* Support the ARE in reviewing post-tensioning design submissions, segment design submissions, and specialist subcontractor proposals.
* Assist the ARE in administering structural works under FIDIC conditions, including site instructions, observations, notices, and contractual correspondence.
* Support measurement, valuation, and review of contractor payment applications for structural items.
* Gather site records and prepare technical inputs for evaluation of EOT requests and claims related to structural works.
* Maintain daily inspection reports, photographic logs, as-built documentation, site records, and document control records.
* Enforce the project HSE plan during heavy lifts, post-tensioning, work at height, confined space work, underground works, and structural site activities.
* Review contractor risk assessments and HSE method statements, and take prompt action on unsafe conditions.
* Coordinate with RTA, Dubai Municipality, design consultants, contractors, and other authorities during inspections and approvals.
* Prepare daily, weekly, and monthly reports covering structural supervision, quality, HSE, progress, and key technical issues.
* Support testing and commissioning activities related to structural systems.
* Lead snagging and de-snagging for structural elements and support taking-over inspections.
* Support the defects notification period, warranty inspections, and close-out of structural defects.
* Verify completeness of structural as-built drawings, handover documentation, inspection records, and final project files.
Ideal Profile
* Bachelor’s degree in Civil Engineering or Structural Engineering is required.
* Minimum 12 years of structural engineering experience is required.
* At least 8 years of experience supervising major bridge or tunnel projects is required.
* Minimum 6 years of UAE or GCC experience on RTA, metro, Dubai Municipality, or comparable authority projects.
* Demonstrable supervision experience covering bridges and tunnels, with strong capability in at least one and proven exposure to the other.
* Strong knowledge of ACI 318, ACI 350, AASHTO LRFD, BS 5400, BS EN 1992, ITA guidelines, and RTA or Dubai Municipality specifications.
* Strong ability to read and review structural drawings, post-tensioning shop drawings, segmental lining drawings, waterproofing details, and IFC documentation.
* Familiarity with structural analysis software such as MIDAS Civil, SAP2000, LUSAS, or STAAD Pro at reviewer level.
* Familiarity with TBM operations, segmental ring build geometry, shotcrete methods, and SCL methodologies.
* Proficient in MS Office, AutoCAD, and Navisworks.
* Sound technical judgment with the ability to make site-level decisions within delegated authority.
* Strong communication and stakeholder management skills for coordination with contractors, authorities, and design consultants.
* Fluent written and spoken English is required.
* Physically able and willing to work underground and in confined spaces when required.
* High standards of integrity, impartiality, and professionalism when acting on behalf of the Engineer.
* Valid UAE driving license will be preferred.
