Role Context
The Utilities Engineer - Road Projects will support construction supervision activities for major roads and bridges infrastructure works in Dubai. The role focuses on coordinating utility protection, diversion, installation, testing, reinstatement, and final handover across live road environments. The position requires strong knowledge of RTA requirements, utility authority processes, MEP interfaces, site inspection procedures, and multidisciplinary coordination to avoid clashes, reduce delays, and maintain safe execution throughout the project lifecycle.
Key Responsibilities
* Coordinate utility protection, diversion, relocation, connection, reinstatement, and tie-in activities within RTA road corridors.
* Ensure wet and dry utility works follow RTA utility corridor layouts, clearance requirements, reinstatement standards, and approved project specifications.
* Supervise utility works near live roads while coordinating with traffic management plans, construction staging, and site safety controls.
* Review shop drawings, method statements, material submittals, technical proposals, inspection requests, and work procedures related to MEP and utility services.
* Confirm that utility installations are completed according to approved IFC drawings, RTA requirements, project documents, and Dubai authority regulations.
* Coordinate with DEWA, Etisalat, DU, Dubai Municipality, RTA, and other relevant authorities for NOCs, shutdowns, service diversions, inspections, approvals, and final connections.
* Manage interface coordination between utility networks, roadworks, structures, drainage, traffic diversions, civil works, and MEP installations.
* Monitor contractor performance against quality, safety, progress, inspection, and documentation requirements.
* Conduct site inspections and issue site instructions, observations, NCRs, and corrective action follow-ups when work does not meet required standards.
* Verify testing and commissioning activities including pressure testing, flushing, energization, utility commissioning, service readiness, and final authority approvals.
* Check utility-related WIRs, test reports, inspection records, material approvals, and field documentation before recommending approvals.
* Track long-lead utility and MEP materials, authority approvals, technical submissions, and delivery schedules to reduce project delay risks.
* Attend progress meetings, coordination workshops, technical reviews, authority discussions, and contractor performance meetings.
* Review as-built drawings, O&M manuals, handover documents, clearance records, completion certificates, and final utility connection files.
* Support contract close-out by confirming final inspections, authority clearances, utility handover records, and complete technical documentation.
* Provide practical engineering guidance to junior engineers, inspectors, site teams, and contractors on utility standards and site execution requirements.
Ideal Profile
* Bachelor’s degree in Civil Engineering.
* Minimum 10 years of relevant experience in utility works for major infrastructure, roads, bridges, or urban development projects.
* Minimum 5 years of Dubai-based experience with a proven track record on RTA projects.
* Previous RTA approval will be an advantage.
* Valid UAE Society of Engineers membership is preferred.
* Strong experience with wet and dry utilities, utility diversions, protection works, service corridors, reinstatement works, and authority coordination.
* Practical knowledge of RTA, DEWA, Etisalat, DU, Dubai Municipality, and other local authority requirements.
* Proven ability to review shop drawings, method statements, material submittals, technical proposals, inspection records, and as-built documentation.
* Strong site supervision background with the ability to manage utility works in active road corridors and complex infrastructure environments.
* Good understanding of HSE requirements for trenching, live utility works, shutdowns, tie-ins, lifting activities, and road interface works.
* Ability to coordinate with contractors, consultants, clients, government authorities, inspectors, and multidisciplinary engineering teams.
* Clear communication skills, accurate reporting ability, and strong judgment when handling technical issues, site risks, and authority approvals.
