Role Context
The Wet Utilities Inspector will provide continuous field supervision across underground utility works forming part of roads and infrastructure projects in Dubai. The role will focus on ensuring that pipelines, chambers, manholes, and associated civil works are installed correctly and tested before approval.
The inspector will work closely with the Assistant Resident Engineer, Resident Engineer, contractor site engineers, surveyors, and other discipline inspectors. Accurate inspection records, timely testing, and early identification of nonconforming work will help prevent defects, reduce rework, and support reliable commissioning and handover.
Key Responsibilities
* Inspect wet utilities construction works and verify compliance with approved drawings, specifications, and project requirements.
* Monitor potable water, firefighting, irrigation, stormwater, and foul sewer network installations.
* Report defective workmanship, deviations, or noncompliant construction to the Assistant Resident Engineer or Resident Engineer.
* Maintain detailed daily diaries covering activities, approvals, rejected work, labor, equipment, and site conditions.
* Record contractor working hours and relevant construction progress information.
* Coordinate daily with contractor site engineers regarding planned works and required inspection activities.
* Advise site teams on proper execution where construction methods do not align with project requirements.
* Process Inspection Requests and maintain clear records of their approval and status.
* Coordinate with discipline inspectors before accepting completed work.
* Arrange sampling and testing for satisfactorily completed construction activities.
* Request quality assurance testing when materials or workmanship are considered questionable.
* Work with surveyors to verify line, level, grade, alignment, and completed utility installations.
* Witness hydrostatic pressure testing for pressurized utility networks.
* Monitor leakage testing and confirm test results are properly documented.
* Witness gravity sewer and stormwater testing where required.
* Inspect manholes, chambers, pipeline connections, and associated structures.
* Verify bedding, backfilling, pipe alignment, jointing, and installation requirements.
* Report questionable contractor methods or practices to the supervision team.
* Maintain Day Works records where construction activities are performed on a day-work basis.
* Interface professionally with the public and adjacent stakeholders when construction affects surrounding areas.
* Help reduce construction impacts through clear coordination with contractors and project representatives.
* Participate actively in health and safety requirements across assigned work areas.
* Identify unsafe site conditions and report concerns through appropriate channels.
* Maintain firm and professional communication with contractors when enforcing approved standards.
* Support project reporting and maintain complete inspection documentation throughout construction.
Ideal Profile
Candidates should hold a bachelor\'s degree or diploma in Civil Engineering or Construction Engineering.
A minimum of five years of demonstrable experience is required in roads, infrastructure construction supervision, and general wet utilities projects.
Candidates should have strong practical knowledge of potable water, firefighting, irrigation, stormwater, and foul sewer networks.
Experience witnessing and documenting hydrostatic pressure tests, leakage tests, gravity sewer tests, stormwater tests, and manhole or chamber inspections is important.
Knowledge of local authority procedures and utility standards is highly valuable, particularly those associated with RTA, DEWA, and Dubai Municipality.
The successful candidate should be able to read construction drawings, specifications, inspection requests, testing documentation, and related technical information accurately.
Candidates must be computer literate and capable of using project-specific engineering and construction software to access data, maintain records, and generate reports.
Good written and spoken communication skills are required, together with the ability to work effectively with contractors, engineers, surveyors, inspectors, and other project stakeholders.
