Role Context

The Wet Utilities Lead - Mechanical will provide strategic and technical direction for wet utilities and mechanical engineering disciplines across major infrastructure projects. The role supports high-quality design delivery by setting technical standards, guiding senior reviews, managing discipline resources, coordinating with internal and external stakeholders, and ensuring that potable water, wastewater, stormwater, irrigation, TSE, pumping, storage, HVAC, plumbing, firefighting, and related infrastructure systems are planned and delivered with reliability, compliance, constructability, and long-term asset performance in mind.

Key Responsibilities

* Lead the wet utilities and mechanical engineering practices across capability development, resource planning, workload allocation, technical direction, and continuous improvement.
* Oversee the planning, design, review, and delivery of potable water, wastewater, stormwater, irrigation, TSE, pumping stations, storage facilities, water transfer systems, HVAC, plumbing, firefighting, and related mechanical infrastructure systems.
* Establish and maintain discipline standards, design procedures, checking protocols, quality controls, review processes, and technical delivery requirements.
* Act as a senior technical authority for design calculations, hydraulic modelling, mechanical system analysis, equipment selection, specifications, design criteria, constructability, resilience, and regulatory compliance.
* Direct multidisciplinary coordination with civil, structural, electrical, roads, dry utilities, landscape, BIM, GIS, digital drafting, and project management teams.
* Review and guide integrated design solutions to ensure wet utilities and mechanical systems align with project scope, authority requirements, operational needs, and client expectations.
* Manage technical interfaces with clients, consultants, contractors, local authorities, and project stakeholders during submissions, approvals, design reviews, and technical comment resolution.
* Support business development through client engagement, technical proposals, delivery methodologies, fee estimation, presentations, and pursuit planning.
* Monitor project delivery quality, technical risk, team utilization, design productivity, and commercial performance across assigned discipline workstreams.
* Implement corrective actions where needed to improve design efficiency, reduce delivery risk, maintain profitability, and protect project commitments.
* Mentor engineers and technical staff through coaching, design guidance, knowledge sharing, recruitment support, succession planning, and performance development.
* Promote innovation, sustainability, digital engineering, BIM-enabled workflows, lessons learned, and practical design improvements across wet utilities and mechanical teams.
* Support constructability reviews, resilience planning, risk assessments, value engineering, and quality assurance activities for infrastructure systems.
* Ensure designs comply with applicable codes, standards, infrastructure design guidelines, local authority requirements, and Parsons Corporation quality expectations.

Ideal Profile

* Bachelor\'s degree in Civil Engineering, Mechanical Engineering, or a related engineering discipline.
* Master\'s degree is preferred.
* Minimum 20 years of relevant experience in utility engineering, mechanical engineering design, infrastructure delivery, or multidisciplinary project leadership.
* Significant experience leading discipline teams, managing technical quality, and supporting project delivery across major infrastructure programs.
* Strong background in wet utilities, mechanical systems, hydraulic calculations, network modelling, equipment selection, design assurance, and technical coordination.
* Comprehensive knowledge of potable water, wastewater, stormwater, irrigation, TSE, pumping and storage facilities, HVAC, plumbing, firefighting, and infrastructure-related mechanical systems.
* Strong understanding of applicable codes, design standards, local authority requirements, infrastructure guidelines, and regulatory approval processes.
* Proven ability to manage multidisciplinary coordination, authority submissions, design approvals, constructability issues, quality reviews, and technical risk.
* Ability to support profitable project execution through resource planning, utilization monitoring, technical governance, and delivery improvement.
* Excellent communication, report writing, presentation, stakeholder management, and client engagement skills.
* Strong leadership style with the ability to mentor engineers, develop technical capability, and guide high-performing discipline teams.
* Experience with BIM-enabled delivery, digital engineering workflows, sustainable design integration, and modern infrastructure design tools.
