Role Context
The Civil Inspector provides direct
site oversight to ensure infrastructure works are executed in accordance with approved drawings, technical specifications, method statements, inspection and test plans, contract requirements, and project quality standards.
Working closely with the Resident Engineer, Assistant Resident Engineer, contractor, QA/QC personnel, surveyors, and client teams, the inspector acts as an important control point between design requirements and actual construction. Accurate inspections, measurements, records, and early identification of non-conforming work help protect project quality, maintain schedule confidence, and reduce the risk of costly corrective work.
Key Responsibilities
* Maintain detailed familiarity with contract documents, approved drawings, technical specifications, method statements, inspection and test plans, safety requirements, and current project revisions.
* Conduct daily inspections of civil, utility, drainage, pipeline, road, earthwork, concrete, and associated infrastructure activities.
* Verify contractor compliance with approved construction requirements, specifications, drawings, procedures, and applicable project standards.
* Observe day-to-day site operations and monitor manpower, plant, equipment, materials, work sequencing, and construction progress.
* Liaise directly with contractor representatives regarding inspections, site activities, outstanding actions, and construction requirements.
* Identify defective, substandard, or non-conforming work and immediately communicate findings to the Resident Engineer or Assistant Resident Engineer.
* Follow site instructions and confirm that required corrective actions are implemented within agreed timeframes.
* Inspect materials delivered to site and verify conformity with approved material submittals, specifications, and contractual requirements.
* Monitor contractor QA/QC activities, inspection requests, tests, corrective actions, and supporting quality records.
* Maintain reliable documentation covering material testing, laboratory results, accepted work, rejected work, inspections, corrective measures, and related quality activities.
* Carry out construction measurements and quantity verification when required.
* Check pipe alignments, invert levels, gradients, locations, dimensions, line, grade, and other surveyed construction parameters against approved information.
* Coordinate with surveying personnel where verification of levels, positions, and alignments is required.
* Audit construction activities for compliance with approved method statements, inspection and test plans, contractor procedures, and contract documentation.
* Monitor compliance with project health, safety, and environmental requirements and report unsafe practices or site conditions promptly.
* Prepare detailed daily inspection and site reports recording completed works, ongoing activities, manpower, equipment, material deliveries, testing, inspections, and site issues.
* Maintain construction photographs, measurements, inspection records, test reports, correspondence, and other information required for project controls and audit purposes.
* Support technical investigations and resolution of site problems in coordination with the Resident Engineer and Assistant Resident Engineer.
* Assist with preparation of technical correspondence, inspection records, site instructions, non-conformance documentation, and project communications.
* Participate in inspections with client representatives and other stakeholders according to established project procedures.
* Track construction progress and provide accurate field information supporting assessment of project milestones.
* Monitor testing, start-up, commissioning, completion, and handover activities associated with infrastructure works.
* Verify completed works before testing, commissioning, inspection, or final handover.
* Communicate contractor performance issues, quality concerns, safety observations, and construction risks to project leadership without unnecessary delay.
Ideal Profile
Candidates should hold a Diploma or Bachelor\'s degree in Civil Engineering, Construction, or a related technical discipline and bring approximately 7-10 years of relevant experience as a Civil Inspector on infrastructure or comparable construction projects.
Practical experience with utilities, drainage systems, pipelines, road works, earthworks, concrete construction, and associated civil infrastructure is highly valuable.
Applicants should be confident interpreting engineering drawings, technical specifications, method statements, inspection and test plans, and contract documentation while applying that information directly during site inspections.
A strong understanding of QA/QC processes, inspection requests, material testing, corrective actions, construction records, and quality documentation is required.
