Position Overview
Parsons is hiring a Civil Inspector - Structural and Landscape Works in Riyadh, Saudi Arabia for a site-based Construction role on a major Diriyah public-realm development. The program covers landmark and neighborhood parks, open spaces, and more than 55 kilometers of streetscape.
The inspector will monitor civil and structural construction supporting landscape and public-realm assets. Daily responsibilities will include responding to inspection requests, reviewing drawings, checking workmanship, reporting deficiencies, maintaining field records, and coordinating construction interfaces.

Defects in these works can affect finished levels, drainage, accessibility, durability, and visual quality.
The Civil Inspector will verify that construction complies with approved requirements before subsequent trades or finishes proceed. Prompt field decisions and complete inspection records will help reduce rework and support reliable completion of public-realm assets.
Key Responsibilities
The inspector will provide daily civil and structural quality assurance across assigned work areas.
* Attend contractor inspection requests and take the appropriate action promptly.
* Inspect civil and structural works against approved drawings and specifications.
* Assist with reviewing shop drawings against contract documentation.
* Check compliance with local codes, statutory requirements, and applicable standards.
* Inspect foundations, concrete works, earthworks, and supporting structures.
* Monitor civil elements associated with parks, landscaping, pathways, and streetscape areas.
* Verify construction dimensions, levels, locations, materials, and workmanship.
* Confirm that contractors follow approved method statements.
* Identify work that does not comply with approved requirements.
* Report non-compliant construction to relevant engineers and project stakeholders.
* Monitor daily site progress and construction quality.
* Maintain clear records of inspections and executed work.
* Capture and organize progress photographs.
* Prepare surveillance reports for defective or incomplete work.
* Issue non-conformance reports when required by project procedures.
* Follow corrective actions through to verified completion.
* Coordinate civil works with structures, landscape, utilities, drainage, lighting, and other disciplines.
* Identify interface concerns and help develop practical site solutions.
* Provide technical input on civil or structural issues arising during construction.
* Assist with measurement and verification of completed quantities.
* Observe site-safety procedures throughout inspection activities.
* Report unsafe conditions through approved project channels.
* Maintain inspection registers and supporting quality documentation.
* Support snagging, completion inspections, and package closeout.
Ideal Profile
The preferred candidate is a civil engineer with strong field-inspection capability and practical experience in landscape or public-realm construction.
* Degree in Civil Engineering.
* Minimum seven years of directly related professional experience.
* Previous involvement in landscape, public-realm, park, or streetscape projects.
* Practical knowledge of civil and structural construction methods.
* Understanding of concrete, earthworks, foundations, and related site activities.
* Ability to interpret contract drawings, shop drawings, and specifications.
* Familiarity with construction inspections and quality-control procedures.
* Ability to recognize defective or non-compliant workmanship.
* Experience preparing surveillance and non-conformance reports.
* Strong coordination skills across multidisciplinary work packages.
* Accurate site-recording, reporting, and photographic-documentation abilities.
* Effective communication with contractors, engineers, and project stakeholders.
* Awareness of construction HSE requirements.
