Parsons is hiring a Construction Manager - Urban Infrastructure in Riyadh, Saudi Arabia for a senior site-delivery role within the Construction industry. The manager will provide zone-level oversight and assurance within a project-management office, coordinating contractors and project-management construction-management consultants across multiple active work fronts.
The position requires extensive experience in civil infrastructure, construction logistics, public-realm development, landscaping, and large-scale site operations. The successful candidate will monitor delivery performance, resolve multidisciplinary interfaces, and ensure that construction remains aligned with program, quality, safety, environmental, and design requirements.

Congested work zones and shared access routes create dependencies that can quickly affect productivity, safety, sequencing, and milestone performance.
The Construction Manager will maintain an integrated view of these activities and provide the site-level assurance needed by the project-management office. Early identification of interface risks, disciplined reporting, and decisive coordination will help prevent conflicts and maintain progress across the assigned zones.
Key Responsibilities
The manager will oversee construction integration and contractor performance without replacing the contractor\'s direct execution responsibilities.
* Monitor daily construction performance across assigned zones and work packages.
* Verify alignment with approved programs, quality standards, safety requirements, and delivery objectives.
* Serve as the primary interface between contractors, consultants, and the project-management office.
* Coordinate timely resolution of construction constraints, technical matters, and shared-site issues.
* Lead site integration across civil works, infrastructure, hard landscaping, and soft landscaping.
* Manage dependencies between multiple contractors and concurrent work fronts.
* Review contractor construction methods, phasing plans, access arrangements, and logistics strategies.
* Challenge proposals that are impractical or inconsistent with site and program constraints.
* Monitor progress, productivity, resource deployment, and emerging delays.
* Escalate material risks and persistent underperformance with clear supporting evidence.
* Track non-conformances, requests for information, technical queries, and site observations.
* Follow outstanding matters through corrective action and documented closure.
* Support program-wide construction reporting and reliable field-data capture.
* Maintain accurate information within project-management information systems and dashboards.
* Coordinate access, haul routes, logistics, laydown areas, and site planning across contractors.
* Address congestion and work-front conflicts within high-activity zones.
* Verify contractor compliance with quality assurance, quality control, HSE, and environmental systems.
* Focus assurance activities on process effectiveness, evidence, and performance verification.
* Contribute to short-term sequencing, look-ahead plans, and schedule-recovery proposals.
* Coordinate construction activities with approved design information and actual site conditions.
* Support design reviews and constructability assessments.
* Identify interface risks involving utilities, infrastructure connections, roads, drainage, and landscaping.
* Drive coordinated solutions before interfaces affect construction progress.
* Assist with objective contractor-performance evaluations.
* Prepare construction reports, performance updates, risk summaries, and management recommendations.
* Maintain regular field visibility and communicate priorities clearly across delivery teams.
Ideal Profile
The preferred candidate is a senior construction professional with the technical depth and leadership judgement required to coordinate complex urban-development work fronts.
* Degree in Civil Engineering, Construction Management, or a related discipline.
* Minimum 20 years of construction-management experience.
* Extensive involvement in major urban, infrastructure, public-realm, or landscape-led developments.
* Strong technical understanding of roads, utilities, drainage, earthworks, and civil-infrastructure systems.
* Proven experience within a project-management office, client-side organization, delivery partner, or project-management construction-management consultancy.
* Background managing multiple contractors and overlapping construction packages.
* Experience with large-scale logistics, access planning, workforce deployment, and site operations.
* Ability to evaluate construction methods, phasing, sequencing, and recovery strategies.
* Strong understanding of quality, safety, environmental, and contractor-assurance systems.
* Experience in high-profile or fast-track project environments.
* Excellent coordination, reporting, problem-solving, and stakeholder-management abilities.
* Previous work in Saudi Arabia, the wider Middle East, or comparable climatic and regulatory conditions is highly desirable.
