Role Context
The Contracts Administrator will support the commercial and contractual administration of complex rail construction packages
The role requires careful review of correspondence, payment applications, variations, claims, subcontract arrangements, cost information, and acceptance documentation. Working alongside Project Management, Procurement, technical teams, and contractors, the Contracts Administrator will identify contractual risks early and help resolve commercial issues before they affect project cost, schedule, or delivery.
Key Responsibilities
* Administer the commercial provisions of assigned construction and rail contracts.
* Review contractual documentation and recommend revisions where required to protect project and client interests.
* Examine subcontract agreements for compliance with established procurement and contractual requirements.
* Draft Letters of Agreement and other contract-related commercial correspondence.
* Participate in contract negotiations and explain commercial positions, obligations, and proposed contractual terms.
* Support resolution of business and contractual matters arising during negotiations.
* Monitor contractor compliance with contractual obligations and commercial provisions throughout project execution.
* Maintain visibility of outstanding contractual actions, approvals, notices, and deliverables.
* Prepare formal correspondence requesting client or contractor decisions, interpretations, approvals, and contractual clarification.
* Coordinate contract information across organizational and technical teams to support effective Project Manager decision-making.
* Work with Procurement personnel on subcontract matters, contractual requirements, and supplier-related commercial issues.
* Review proposed price changes and ensure approved modifications receive appropriate contractual coverage.
* Administer change orders and track their contractual and commercial status through implementation.
* Review contractor requests for additional payment and assess the relevant contractual basis.
* Evaluate claims and change order submissions to determine entitlement under the applicable contract provisions.
* Support detailed assessment of substantial variations, claims, and disputed commercial matters.
* Participate in negotiations aimed at achieving commercially reasonable settlements.
* Monitor project expenditure against contractual cost limitations and approved funding.
* Identify potential cost-limit issues and prepare appropriate notifications regarding additional funding requirements.
* Review Design Build contractor invoices and provide recommendations for approval.
* Assess invoices submitted by consultants and other contractors whose agreements are managed through the project.
* Verify that payment recommendations are supported by contractual entitlement and appropriate project documentation.
* Coordinate with technical staff when reviewing quantities, completed works, and commercial substantiation.
* Support post-contract measurement activities and evaluation of completed work.
* Review construction cost estimates with technical teams for alignment with project requirements and relevant design criteria.
* Identify inconsistencies between contractual requirements, commercial submissions, and technical scope.
* Maintain accurate records of variations, claims, correspondence, payment matters, and contractual decisions.
* Track unresolved contractual issues requiring Project Management attention.
* Follow up on commercial and contractual problems to ensure timely resolution and response to the client.
* Support preparation of contract status reports, commercial summaries, and management information.
* Provide requested business and financial information to the client when delegated by the Project Manager.
* Prepare project acceptance documentation in coordination with engineering and technical personnel.
* Follow acceptance documentation through the required review and client approval process.
* Support contract closeout by ensuring outstanding commercial, acceptance, and documentation requirements are addressed.
* Maintain clear audit trails for contractual decisions, correspondence, approvals, and commercial assessments.
* Apply sound contractual judgment when assessing entitlement, liability, risk, and proposed resolution strategies.
* Coordinate effectively with Project Managers, Procurement, technical teams, contractors, consultants, and client representatives.
Ideal Profile
The position requires a relevant degree together with more than five years of professional experience in contract administration, commercial management, procurement, or construction project delivery.
Candidates should have demonstrated experience reviewing and administering contractual matters on construction or infrastructure projects, with rail or rail-related project exposure specifically required.
The successful candidate should understand contract correspondence, subcontract agreements, variations, payment applications, post-contract measurement, commercial assessments, and claims administration.
Practical experience evaluating contractor entitlement and supporting negotiations involving substantial claims or variations is particularly important.
Candidates should be capable of analysing contractual language and relating its provisions to actual project events, technical scope, cost implications, and contractor submissions.
Experience supporting Design Build contracts will strengthen suitability, particularly where multiple contractors, consultants, procurement packages, and technical disciplines must be coordinated.
Strong written English is essential because the position involves formal contractual correspondence, recommendations, notices, and commercial records. Verbal communication and negotiation skills must also be strong.
The role requires excellent interpersonal judgment, attention to detail, disciplined documentation, and proficiency with PC software packages commonly used for contract administration and project reporting.
