The controller will manage the receipt, registration, distribution, storage, tracking, retrieval, and archiving of project records throughout the delivery lifecycle.
The position requires practical experience with electronic document-management systems and Primavera Contract Management. The successful candidate will maintain accurate information across client, consultant, contractor, and Parsons workflows while ensuring compliance with approved procedures and document-control standards.

Role Context
Major projects generate large volumes of drawings, correspondence, submissions, reports, instructions, photographs, and commercial records. If these documents are incorrectly registered, distributed, or revised, teams may rely on outdated information and create contractual or construction risks.
The Document Controller will provide the structured records system needed to maintain traceability and timely access. Reliable tracking and reporting will help project teams respond to outstanding actions, protect the formal audit trail, and prepare complete closeout records.
Key Responsibilities
The controller will manage physical and digital project documentation in accordance with approved workflows.
* Receive, scan, register, and distribute incoming project documents.
* Convert approved records into PDF format for electronic circulation.
* Upload documentation to the client\'s contract-management system.
* Record and issue outgoing correspondence through the correct channels.
* Maintain a hard-copy reference library for controlled project records.
* Organize files to support quick, accurate, and authorized retrieval.
* Use the current approved version of Primavera Contract Management.
* Update document status, revision information, ownership, and response dates.
* Register correspondence, technical reports, and payment requisitions.
* Process Variation Orders, Site Instructions, Punch Lists, and Non-Conformance Reports.
* Track submittals, Safety Reports, and Requests for Change.
* Maintain records of meeting minutes, progress photographs, contractual issues, and drawings.
* Monitor outstanding reviews, approvals, actions, and stakeholder responses.
* Follow up with responsible parties before document deadlines expire.
* Produce periodic reports showing overdue correspondence and unresolved actions.
* Apply standardized client forms and reporting templates.
* Coordinate document workflows with the client operations and maintenance system.
* Support information integration between the client, project-management consultants, and contractors.
* Verify document numbering, titles, revisions, dates, and distribution lists.
* Prevent superseded or unauthorized documents from remaining in active circulation.
* Maintain confidentiality and control access to restricted information.
* Support project teams with document searches and status inquiries.
* Ensure records comply with project procedures and document-control standards.
* Prepare files for audits, completion, closeout, and final archiving.
* Maintain a complete and traceable record of project communications.
Ideal Profile
The preferred candidate is a detail-oriented document-control professional who can manage several information streams without compromising accuracy.
* Diploma or bachelor\'s degree in any relevant field.
* Minimum five years of document-control and tracking experience.
* At least three years of practical experience using an Electronic Document Management System.
* Experience with Primavera Contract Management is strongly preferred.
* Knowledge of document control from project initiation through final closeout.
* Ability to manage records across several concurrent projects or work packages.
* Experience within an integrated project-services environment.
* Strong understanding of correspondence, submittal, drawing, and approval workflows.
* Proficiency in spoken and written English.
* Good general computer and office-software skills.
* Strong organizational and time-management abilities.
* High level of accuracy and attention to detail.
* Ability to coordinate effectively with multidisciplinary stakeholders.
* Familiarity with construction or engineering documentation is advantageous.
