Role Context
The HSE Manager will lead safety and environmental management for complex roads, civil, and structural works where heavy plant, live traffic, excavation, lifting, working at height, temporary works, confined spaces, and multi-contractor interfaces require strong field control. This position supports safe project delivery by developing HSE plans, reviewing risk controls, auditing site activities, coaching supervisors, managing incidents, and ensuring that construction teams follow legal, client, environmental, and project-specific requirements from design coordination through construction and handover.
Key Responsibilities
* Lead HSE implementation for roads, civil works, highways, bridges, structures, drainage, tunnels, culverts, earthworks, and associated temporary works.
* Develop project-specific HSE plans, objectives, KPIs, procedures, and site control measures aligned with company policies, client standards, and legal requirements.
* Provide visible HSE leadership on site and promote a proactive safety culture across project teams, contractors, subcontractors, supervisors, and frontline workers.
* Lead or coordinate risk assessments, job safety analyses, and job hazard analyses for high-risk construction activities.
* Review hazards and controls related to deep excavations, shoring, working near services, bridge works, formwork, falsework, working at height, lifting operations, crane use, heavy plant movement, and road works near live traffic.
* Ensure safe systems of work, method statements, permits, temporary works procedures, and control measures are properly prepared, approved, communicated, and implemented.
* Support Management of Change processes when construction methods, designs, access conditions, sequencing, or site risks change.
* Conduct regular site inspections, walkthroughs, HSE audits, focused observations, and compliance checks across active work areas.
* Record inspection findings, assign corrective actions, track closure, and verify that actions are effective.
* Confirm compliance with national HSE regulations, road construction codes, temporary traffic management requirements, environmental permits, client procedures, and project rules.
* Work with supervisors, engineers, foremen, contractors, and subcontractors to correct nonconformances and unsafe conditions quickly.
* Lead or support investigations of incidents, near misses, unsafe acts, unsafe conditions, and high-potential events.
* Apply root cause analysis methods and develop corrective and preventive actions to prevent recurrence.
* Maintain incident records, safety statistics, trend analysis, and performance summaries for project and HSE leadership.
* Organize or participate in emergency drills covering falls from height, plant strikes, vehicle collisions, trench collapse, fire, confined space events, and other civil construction scenarios.
* Support environmental management plans for roads and civil projects, including erosion control, sediment control, dust control, noise control, fuel storage, chemical handling, hazardous substances, and waste management.
* Monitor proper waste segregation, disposal practices, spill prevention, watercourse protection, and controls for flora, fauna, and sensitive receptors.
* Verify compliance with environmental permits, licenses, local regulations, and project environmental requirements.
* Identify training needs for roads, civil, and structural works, including excavation safety, working at height, lifting operations, temporary traffic management, confined spaces, and plant and equipment safety.
* Deliver or coordinate inductions, toolbox talks, refresher training, awareness campaigns, and focused safety briefings.
* Coach supervisors, engineers, foremen, and field leaders on safety leadership, frontline risk management, observation quality, and practical intervention.
* Promote behavioral safety programmes, safety observation systems, feedback routines, and open reporting.
* Review and approve contractor HSE plans, risk assessments, method statements, competency records, and supporting documents before work starts.
* Monitor contractor and subcontractor HSE performance and intervene when required standards are not achieved.
* Liaise with client HSE representatives, consultants, authorities, and project stakeholders during inspections, audits, progress meetings, and compliance reviews.
* Participate in planning and coordination meetings to ensure HSE requirements are embedded into sequencing, logistics, temporary works, traffic management, and construction planning.
* Maintain project HSE documentation including incident registers, inspection records, training logs, PPE records, emergency equipment checks, audit reports, and action trackers.
* Support implementation and continual improvement of HSE management systems, including ISO-based safety and environmental processes.
* Prepare HSE performance reports, dashboards, trend analyses, management summaries, and client review materials.
Ideal Profile
* Bachelor’s degree in Safety Engineering, Civil Engineering, Environmental Engineering, Occupational Health and Safety, or a related field.
* Equivalent professional experience in construction HSE may be considered.
* Minimum 10 years of HSE experience in construction, with strong exposure to roads, highways, bridges, earthworks, large civil works, drainage, tunnels, or structural projects.
* Strong knowledge of construction safety regulations, standards, and best practices relevant to road, civil, and structural works.
* Practical understanding of risks and controls for excavations, shoring, temporary works, formwork, falsework, lifting operations, working at height, live traffic, confined spaces, and heavy plant.
* Experience leading HSE on busy multi-contractor construction sites.
* Ability to influence workers, supervisors, engineers, contractors, consultants, and senior management on safe work practices.
* Recognized HSE certification such as NEBOSH, OSHA, IOSH, CSP, or an equivalent qualification is preferred.
* Experience with major infrastructure programmes, PPP, DBFO highways, complex bridge schemes, or large civils projects is desirable.
* Familiarity with ISO safety and environmental management systems and certification processes is an advantage.
* Training or experience in incident investigation and root cause analysis is preferred.
* Strong communication, presentation, coaching, and report writing skills.
* Strong observational ability with analytical thinking and practical problem-solving skills.
* Able to make sound decisions in the field and challenge unsafe practices constructively.
* Proficient in Microsoft Office and HSE reporting tools.
* Familiarity with digital permit-to-work systems, inspection platforms, or HSE management systems is beneficial.
