Key Responsibilities
* Develop and execute PMV procurement strategies aligned with project requirements and timelines
* Manage procurement of heavy equipment, construction machinery, vehicles, tools, and lifting equipment
* Evaluate buy versus lease options and recommend cost-effective PMV solutions
* Coordinate with planning and project teams on equipment mobilization and demobilization
* Identify, prequalify, and manage PMV suppliers, rental companies, and service providers
* Lead RFQs and RFPs, conduct commercial evaluations, and manage high-value negotiations
* Finalize rental agreements, service contracts, AMCs, and insurance coverage
* Monitor vendor performance, KPIs, and contractual compliance
* Track PMV budgets, optimize CAPEX and OPEX, and support fleet utilization initiatives
* Work with finance teams on cost forecasting, depreciation, and lifecycle costing
* Ensure compliance with procurement policies, HSE standards, and regulatory requirements
* Manage PMV documentation, certifications, inspections, and audit requirements
* Prepare procurement dashboards, MIS reports, and management updates
* Lead and mentor PMV procurement and expediting teams
* Coordinate with projects, logistics, HSE, and finance stakeholders
Ideal Profile
* Bachelor’s degree in Mechanical Engineering, Supply Chain, or a related discipline
* 10–15 years of experience in PMV procurement or plant and equipment management
* Strong experience within UAE construction, infrastructure, or large-scale project environments
* Proven capability in managing high-value PMV contracts and supplier negotiations
* Deep knowledge of construction equipment, fleet management, and rental markets
* Proficiency in ERP or asset management systems such as SAP, Oracle, or Dynamics
* Strategic mindset with strong leadership and stakeholder management skills
