Key Responsibilities
* Establish overall program requirements and ensure all deliverables meet defined technical, safety, quality, and contractual standards
* Oversee development and implementation of Project Execution Plans, Health and Safety Plans, QA/QC Plans, and governance frameworks
* Act as Parsons’ senior representative with clients, authorities, and key subcontractors throughout program execution
* Lead scope management, including negotiation of scope changes with clients and major stakeholders
* Collaborate with business development teams to support client relationships and secure additional program opportunities
* Participate in negotiations with regulatory agencies and represent the program in public and stakeholder meetings
* Provide executive leadership and direction across all phases of the metro and rail program from concept design through closeout
* Mobilize internal and external resources to build high-performing, multidisciplinary project teams
* Coordinate with discipline leads, project managers, and commercial teams to develop and manage budgets, schedules, and delivery strategies
* Monitor program performance, identifying risks, cost overruns, or schedule delays and implementing corrective action plans
* Ensure compliance with contractual obligations and promote technical and commercial excellence across the program
* Establish regular program reviews and reporting mechanisms to keep senior management and clients informed of progress
* Drive the application of advanced technology, digital delivery, and innovative engineering solutions across the program
Ideal Profile
* Bachelor’s degree in Engineering or a related technical or business discipline
* More than 20 years of progressive experience delivering large-scale infrastructure programs
* Proven track record managing multi-billion-dollar metro and rail projects from concept to completion
* Extensive experience at Program Director or equivalent senior leadership level
* Strong capability to manage complex stakeholder environments and high-value contracts
Skills Set
* Deep understanding of metro and rail infrastructure design, construction, and operations
* Advanced leadership and people management skills across large, diverse project teams
* Strong commercial acumen with experience managing programs exceeding USD 1 billion in value
