Position Overview
Parsons is hiring a QA and QC Engineer - Construction Materials in Riyadh, Saudi Arabia for a site-based role within the Construction industry. The engineer will support a major Diriyah public-realm development covering parks, open spaces, and more than 55 kilometers of streetscape.
The position focuses on material approvals, field inspections, testing coordination, documentation, storage controls, and contractor compliance. The successful candidate will ensure that only approved and conforming materials are incorporated into permanent works.

Role Context
Public-realm construction relies on large quantities of concrete, asphalt, aggregates, steel, landscape products, finishes, and infrastructure materials. Substandard products or poor storage can reduce durability, create defects, and cause costly replacement work.
The QA and QC Engineer will provide traceability from material submission and approval through delivery, testing, storage, installation, and final inspection. Strong controls will protect project quality and demonstrate compliance with contract requirements.
Key Responsibilities
The engineer will coordinate quality assurance and material control across active construction areas.
* Review contractor material submittals for technical completeness.
* Check proposed products against applicable standards and project specifications.
* Coordinate required reviews and obtain formal material approvals.
* Serve as the focal point for scheduling and controlling construction materials and equipment.
* Maintain visibility of planned deliveries and site material requirements.
* Conduct inspections to verify compliance with contract specifications.
* Confirm that approved methods are followed during construction.
* Coordinate subconsultants and laboratories performing material tests.
* Review test requests, results, certificates, and supporting records.
* Verify that only approved materials are incorporated into permanent works.
* Inspect delivered materials against approved submissions and samples.
* Check identification, quantities, condition, and supporting certificates.
* Ensure materials are stored, protected, and handled correctly.
* Identify expired, damaged, unapproved, or non-compliant products.
* Recognize potential material conflicts and construction-quality issues.
* Report concerns to the supervisor with practical recommendations.
* Collect and review Certificates of Compliance.
* Maintain material safety data sheets, inspection tags, approvals, and traceability records.
* Keep organized files covering materials, inspections, test results, and quality actions.
* Prepare daily diaries, progress reports, and contract-required documentation.
* Observe, verify, and record work execution against approved procedures.
* Support development of quality-control reports and project procedures.
* Assist with engineering calculations, graphs, charts, and performance analysis.
* Provide technical guidance to less-experienced inspectors and team members.
* Participate in job-safety planning and safety-report preparation.
* Identify hazardous work conditions and take appropriate action.
* Coordinate with contractors, inspectors, consultants, and project engineers.
* Follow outstanding material and quality actions through documented closure.
Ideal Profile
The preferred candidate is an experienced engineering professional with strong infrastructure-material and field-quality expertise.
* Bachelor\'s degree in Engineering.
* Minimum eight years of engineering experience.
* At least five years of experience as a materials engineer on infrastructure projects.
* Experience with roads, highways, bridges, or public-realm developments.
* Exposure to operations and maintenance of road or bridge assets is advantageous.
* Strong knowledge of material-submittal and approval processes.
* Understanding of construction-material sampling, testing, and traceability.
* Ability to inspect work against specifications and approved methods.
* Familiarity with quality assurance and quality-control documentation.
* Capability to prepare engineering calculations, graphs, and charts.
* Clear spoken and written English.
* Ability to follow technical instructions and prepare accurate written reports.
* Strong professional judgement and the ability to work collaboratively.
* Awareness of construction hazards and appropriate response procedures.
* Ability to manage numerous client, contract, and industry requirements.
* Experience on domestic or international infrastructure assignments is beneficial.
