Position Overview

Parsons is hiring a Senior Commercial Manager - Infrastructure in Riyadh, Saudi Arabia for a leadership role within the Construction industry. The manager will connect project delivery with financial performance, ensuring that a major infrastructure program remains commercially viable, contractually compliant, and aligned with approved cost and schedule objectives.

Working within a multidisciplinary delivery-partner team, the successful candidate will lead commercial strategy across high-value Design-Build contracts. The position covers budgeting, cost control, procurement coordination, change management, claims, contract interpretation, risk mitigation, stakeholder negotiation, and commercial-team leadership.

Role Context

Large infrastructure programs require strong commercial governance to balance delivery ambitions with contractual obligations, financial controls, procurement requirements, and stakeholder interests. The Senior Commercial Manager will provide the strategic oversight needed to protect both Parsons and the client from avoidable financial and contractual exposure.

The role will influence commercial decisions throughout the project lifecycle, from initial budgeting and procurement through change management, dispute resolution, and final reporting. Effective leadership will support value optimization, prevent cost overruns, improve contract compliance, and maintain constructive relationships with clients, government authorities, contractors, and consultants.

Key Responsibilities

The manager will lead commercial and contract-management activities across the project portfolio.

* Establish and implement commercial and contract strategies aligned with project objectives.
* Provide strategic direction for budgeting, procurement, cost control, contract administration, and change management.
* Oversee cost planning, budget development, cash-flow forecasting, and earned-value analysis.
* Monitor financial performance and maintain accurate forecasts throughout the project lifecycle.
* Prepare detailed commercial reports, cost analyses, and executive-level presentations.
* Administer FIDIC, NEC, and bespoke contracts in accordance with agreed obligations.
* Maintain compliance with KSA procurement laws, contractual requirements, and corporate policies.
* Interpret contract provisions and provide expert advice to project leadership.
* Identify commercial, contractual, and financial risks at an early stage.
* Develop mitigation strategies and contingency measures to protect the client and Parsons.
* Lead the assessment, negotiation, and resolution of variations, change orders, claims, and potential disputes.
* Review contractor and client change requests for entitlement, scope, cost, and schedule implications.
* Develop and maintain change-management records through final employer instructions and variation orders.
* Ensure all changes are supported by accurate documentation and appropriate approvals.
* Monitor project expenditure and implement cost-control measures to prevent overruns.
* Lead the development and management of project budgets in line with financial goals.
* Coordinate with procurement teams to align sourcing activities with project and organizational requirements.
* Maintain productive relationships with suppliers, contractors, and consultants.
* Evaluate contractor commercial performance and pursue value-improvement opportunities.
* Serve as the primary commercial contact for the client, government authorities, and major subcontractors.
* Represent the project during commercial negotiations, reviews, and stakeholder meetings.
* Collaborate with technical, project-controls, procurement, legal, and delivery teams.
* Lead Quantity Surveyors, Cost Engineers, and other commercial professionals.
* Mentor team members and provide technical guidance, training, and performance support.
* Promote professional integrity, accountability, collaboration, and commercial excellence.
* Ensure adherence to applicable legal, regulatory, financial, and contractual requirements.
* Present commercial performance, risks, forecasts, and required decisions to senior management.

Ideal Profile

The preferred candidate is an accomplished commercial leader with extensive experience managing complex contracts and financial performance across large construction programs.

* Bachelor\'s degree in Quantity Surveying, Civil Engineering, or a related discipline.
* Minimum 15 years of commercial-management experience across multiple construction sectors.
* Proven success managing major infrastructure or large-scale development projects.
* Extensive knowledge of cost planning, commercial management, procurement, and contract administration.
* Strong working knowledge of FIDIC, NEC, Design-Build, and bespoke contract arrangements.
* Experience managing budgets, forecasts, claims, variations, change orders, and disputes.
* Familiarity with KSA regulations, procurement requirements, and construction practices.
* Previous experience supporting a project-management office is highly desirable.
* Proven ability to deliver projects within approved budget and schedule requirements.
* Strong commercial judgement, strategic thinking, and decision-making capability.
* Excellent analytical, negotiation, communication, and problem-solving skills.
* Ability to manage complex stakeholder relationships and resolve disputes professionally.
* Demonstrated leadership and team-development experience.
* Proficiency in project-management software, financial systems, and reporting tools.
* Ability to maintain accuracy while working under pressure and managing competing priorities.
* Membership of the Royal Institution of Chartered Surveyors is preferred.
