Role Context
The Senior HSE
Key Responsibilities
* Serve as the central PMO authority for HSE governance across client-appointed Project Management Consultants, engineering consultants, contractors, and subcontractors.
* Define consultant HSE scopes, responsibility boundaries, compliance expectations, reporting requirements, and performance standards.
* Drive accountability across appointed consultants through standardized performance metrics, governance meetings, audit protocols, and HSE KPIs.
* Act as the final escalation point for unresolved compliance issues, audit failures, non-conformances, overdue corrective actions, and recurring safety concerns.
* Ensure PMCs, consultants, and contractors systematically track, manage, and close corrective and preventive actions within agreed timelines.
* Direct the development and implementation of program-wide ecological mitigation plans to protect sensitive flora, fauna, and natural habitats.
* Establish protective protocols and monitoring frameworks for desert wildlife, marine ecosystems, turtle nesting areas, and environmentally sensitive construction zones.
* Oversee investigations into wildlife, ecological, or environmental mortality incidents, including causal analysis, immediate mitigation, and recurrence prevention.
* Monitor project safety and environmental performance through inspections, audits, trend analysis, reports, site reviews, and compliance dashboards.
* Implement Parsons-wide EHS policies, procedures, tools, and management plans across site operations.
* Integrate EHS objectives into the PMO framework, including schedule planning, risk management, resource allocation, and program governance.
* Develop long-term environmental strategies, management systems, and performance indicators to support consistent HSE excellence.
* Plan and deliver training, motivation, and competency development programs that strengthen proactive safety behavior across project teams.
* Review and interpret Saudi HSE legislation, environmental regulations, safety standards, statutory requirements, and project-specific compliance obligations.
* Supervise, mentor, and guide EHS Officers, site HSE teams, consultants, and assigned project personnel.
* Coordinate EHS activities with engineering, construction, procurement, contract management, project controls, and stakeholder teams.
* Manage incident reporting, lead investigation processes, review root causes, and define suitable corrective and preventive actions.
* Share EHS lessons learned across PMO teams, operations staff, consultants, contractors, and senior stakeholders.
* Review contractor-submitted EHS documentation, environmental plans, risk assessments, method statements, emergency procedures, and audit evidence.
* Support closure of audit findings and verify that contractors and consultants maintain compliance with approved program plans.
* Interface with corporate departments, client representatives, consultants, contractors, environmental specialists, and regulatory stakeholders on all EHS matters.
Ideal Profile
* Bachelor’s or Master’s degree in Occupational Safety and Health, Risk Management, Occupational Health Science, Environmental Management, or a closely related HSE discipline.
* NEBOSH qualification or International Diploma in Occupational Health and Safety is highly preferred.
* Minimum 15 years of dedicated HSE experience within construction, infrastructure, mega-projects, or major development programs.
* Minimum 5 years of experience in a Senior HSE Manager role with PMO-level responsibility.
* Proven experience working in a client-representative or PMO environment managing HSE compliance across Tier 1 PMCs, international consultants, and major contractors.
* Strong knowledge of Saudi Arabia HSE legislation, safety regulations, environmental standards, ecological risk management, and construction compliance requirements.
* Practical experience with environmental impact assessments, mitigation planning, wildlife preservation, sensitive habitat protection, and construction-related ecological controls.
* Ability to manage safety and environmental performance across complex, high-risk, multi-contractor project environments.
* Broad understanding of engineering, construction methods, industrial work processes, site operations, and project delivery systems.
* Strong capability in audits, inspections, incident investigation, root cause analysis, corrective action tracking, and compliance reporting.
* Proven ability to lead, mentor, and manage HSE teams while supporting daily project priorities and long-term program objectives.
* Excellent written communication, verbal communication, presentation, negotiation, and interpersonal problem-solving skills.
* Ability to engage confidently with client leadership, corporate departments, consultants, contractors, independent environmental specialists, and government-related stakeholders.
* Strong judgment, discipline, and authority to enforce safety and environmental expectations across demanding construction programs.
