Role Context

The Senior Quality Control Specialist will represent the owner-side quality function across multiple construction zones and packages, providing senior field authority over inspection, contractor QC performance, technical compliance, and defect prevention. The role will combine hands-on inspection leadership with package-level quality governance, ensuring risks are identified before they affect cost, schedule, safety, or final asset quality. Close coordination with contractors, consultants, project management, engineering teams, inspectors, and senior Quality leadership will be central to maintaining consistent standards across the development.

Key Responsibilities

* Lead owner-side quality control oversight across multiple construction packages, zones, and disciplines.
* Establish inspection priorities based on construction sequencing, technical risk, quality history, and upcoming milestone activities.
* Verify contractor compliance with approved Inspection and Test Plans, Method Statements, quality procedures, specifications, and contractual requirements.
* Provide senior QC authority during critical construction activities, hold points, witness points, and milestone inspections.
* Intervene where serious non-compliance could affect structural integrity, safety, cost, schedule, or handover.
* Oversee inspection of structural works, concrete, reinforcement, embedded items, waterproofing, facades, architectural finishes, infrastructure, and utility installations.
* Confirm construction activities comply with IFC drawings, approved shop drawings, approved materials, and technical submissions.
* Verify readiness before inspections and ensure work sequencing supports effective quality verification.
* Monitor testing coverage and confirm supporting records remain complete, traceable, and technically acceptable.
* Ensure hold points and witness points are properly managed and closed before work proceeds.
* Review contractor QC organizational structures, staffing levels, qualifications, and field deployment.
* Evaluate contractor inspection registers, quality reports, daily records, and supporting documentation.
* Conduct surveillance audits to verify contractor Quality Control systems are functioning effectively.
* Identify recurring workmanship failures, weak inspection practices, and systemic quality deficiencies.
* Hold contractors accountable for repeated non-conformance and poor-quality performance.
* Issue, review, or technically assess significant Non-Conformance Reports.
* Evaluate contractor Root Cause Analysis submissions and proposed corrective action plans.
* Lead re-inspections following major quality deviations and verify effectiveness of corrective action.
* Analyze NCR and defect trends to identify recurring construction risks and areas requiring preventive intervention.
* Ensure significant defects are properly controlled before sectional handover or final acceptance.
* Lead pre-handover quality inspections and readiness assessments across assigned packages.
* Verify punch-list items are closed to the required standard before client or authority inspections.
* Confirm as-built drawings and supporting construction records are complete and aligned with installed conditions.
* Review commissioning-related quality records where applicable to package handover.
* Identify emerging quality risks early and communicate structured warnings to the Quality Director.
* Provide clear, evidence-based quality updates during management review and project performance meetings.
* Recommend preventive quality measures for technically complex or high-risk construction activities.
* Develop and deliver QC awareness sessions addressing recurring defects, workmanship issues, and inspection expectations.
* Mentor QC Inspectors and junior engineers and provide technical guidance on inspection and acceptance matters.
* Conduct focused quality workshops where defect trends indicate repeated contractor performance issues.
* Support improvement of contractor QC capability where staffing, knowledge, or process gaps are identified.
* Share lessons learned between work packages to reduce recurrence of known quality failures.
* Provide technical input into project Quality training matrices and competency development activities.
* Promote a proactive quality culture focused on prevention rather than correction.
* Monitor contractor quality performance through objective inspection results, NCR trends, audit findings, and defect data.
* Support integration of quality risk information into project reporting and senior management decision-making.
* Maintain clear and auditable inspection records, reports, quality logs, and supporting evidence.
* Use document management systems such as Aconex or equivalent platforms to maintain traceable quality records.
* Support quality audits, technical reviews, and management assessments where required.
* Drive consistent standards across multiple contractors and packages through disciplined inspection leadership and follow-up.

Ideal Profile

* Bachelor\'s degree in Civil Engineering or a closely related discipline.
* Minimum 15 years of construction quality control experience.
* At least 5 years of experience in a senior, lead, or management-level Quality Control position.
* Strong background in large residential, mixed-use, infrastructure, or master development projects.
* Developer-side or PMC quality experience is strongly preferred.
* Advanced knowledge of civil construction, structural works, concrete, waterproofing, facade systems, architectural finishes, infrastructure, and utilities.
* Proven ability to manage inspections across multiple packages and contractors simultaneously.
* Strong understanding of IFC drawings, shop drawings, specifications, ITPs, technical submittals, and construction tolerances.
* Experience managing NCRs, Root Cause Analysis, corrective actions, re-inspections, and defect closure.
* Demonstrated capability in risk-based inspection planning and quality risk escalation.
* ISO 9001 Internal Auditor certification is desirable.
* Professional membership with CQI, ASQ, or an equivalent quality organization is advantageous.
* Strong contractor performance management capability with confidence to challenge non-compliant work.
* Excellent technical judgment and the ability to make objective field acceptance decisions.
* Strong analytical skills for interpreting defect patterns, NCR trends, and quality performance data.
* Effective communication and reporting capability for working with senior management, contractors, consultants, and project teams.
* Experience using Microsoft Office and electronic document management platforms such as Aconex.
* Ability to mentor inspectors and junior engineers while maintaining consistent package-level quality standards.
