Role Context

The Senior Quality


Specialist will extend project quality control beyond the construction site into supplier and manufacturer facilities. The position will provide assurance that critical equipment and materials are manufactured, inspected, tested, documented, and released in accordance with approved specifications before entering the project supply chain.

Using equipment criticality, manufacturing complexity, delivery schedules, and supplier performance data, the specialist will establish risk-based surveillance priorities and inspection requirements. Close coordination with Procurement, Engineering, Logistics, Construction, third-party inspectors, manufacturers, and project leadership will help prevent manufacturing defects and incomplete documentation from becoming site delays or operational risks.

Key Responsibilities

* Lead supplier and vendor quality assurance activities covering critical materials, equipment, and manufactured products.
* Develop risk-based supplier surveillance and inspection strategies aligned with procurement and project requirements.
* Review supplier Quality Plans, Inspection and Test Plans, manufacturing procedures, inspection procedures, and supporting quality documentation.
* Assess supplier Quality Management Systems, certifications, manufacturing capabilities, and compliance with project requirements.
* Review technical and quality submissions received from manufacturers and specialist vendors.
* Monitor manufacturing, fabrication, assembly, testing, finishing, and inspection activities at supplier facilities.
* Establish appropriate Hold Points, Witness Points, surveillance levels, and source inspection requirements according to equipment criticality.
* Coordinate source inspections with suppliers, manufacturers, contractors, third-party inspectors, and project representatives.
* Review Material Inspection Requests, Inspection Release Notes, test certificates, inspection reports, and manufacturing records.
* Verify compliance with approved drawings, material specifications, codes, standards, and approved manufacturer requirements.
* Confirm traceability of materials, components, equipment, manufacturing records, and associated certification.
* Verify calibration status and suitability of measuring, inspection, and testing equipment used during manufacturing.
* Monitor welding, fabrication, coating, painting, assembly, and other manufacturing processes when applicable.
* Ensure deviations, concessions, substitutions, and departures from approved requirements receive formal review and authorization.
* Coordinate Factory Acceptance Tests, performance tests, functional tests, and pre-shipment inspections.
* Witness or arrange hydrostatic, pressure, electrical, mechanical, dimensional, material, coating, welding, and NDT inspections where required.
* Review test results against specified acceptance criteria and investigate unsuccessful inspections or tests.
* Confirm corrective actions are completed before inspection release or shipment authorization.
* Verify that supplier quality documentation is complete before equipment and materials are released for delivery.
* Coordinate inspection release status with Procurement, Logistics, Construction, and relevant project teams.
* Review Manufacturing Record Books and verify completeness, accuracy, traceability, and compliance.
* Check material certificates, Certificates of Conformity, calibration records, welding documentation, NDT reports, coating reports, FAT records, warranties, and release documentation.
* Manage supplier NCRs and quality observations from identification through verified closure.
* Review proposed supplier corrective actions and evaluate whether they adequately address identified deficiencies.
* Coordinate root cause analysis for significant manufacturing defects, repeated failures, and systemic quality problems.
* Verify objective evidence supporting corrective and preventive action closure.
* Track recurring supplier defects and escalate systemic or high-risk quality issues to Project Management.
* Coordinate with Procurement to ensure appropriate quality clauses and inspection requirements are included in purchase orders and supplier agreements.
* Review procurement package specifications from a quality perspective before supplier engagement.
* Work with Engineering teams to clarify technical requirements and resolve supplier-related technical concerns.
* Review supplier deviations, substitutions, technical submittals, and proposed alternatives through established approval processes.
* Monitor approved vendor and manufacturer lists and support technical assessment of alternative suppliers when required.
* Track long-lead equipment quality status and identify manufacturing issues that could affect procurement or construction milestones.
* Apply enhanced surveillance to critical equipment with significant safety, operational, schedule, or replacement consequences.
* Provide supplier quality oversight for MEP, electrical, mechanical, ICT, ELV, Fire and Life Safety, wet and dry utilities, roads, airfield systems, and specialist airport equipment.
* Coordinate specialized inspections and certification requirements for critical airport and infrastructure equipment.
* Establish supplier quality KPIs covering NCR rates, inspection pass rates, FAT performance, rejection rates, defect levels, documentation timeliness, and repeat non-conformances.
* Develop supplier performance dashboards and identify vendors requiring improvement or additional surveillance.
* Participate in supplier audits, capability assessments, performance reviews, and quality meetings.
* Develop lessons learned from supplier performance and incorporate findings into continuous improvement activities.
* Prepare supplier quality reports and provide management with clear recommendations concerning manufacturing, quality, and delivery risks.
* Coordinate supplier quality dossiers and final documentation required for project handover.

Ideal Profile

The position requires a bachelor\'s degree in Engineering, Quality Management, Manufacturing Engineering, or another relevant technical discipline together with at least 10 years of experience in supplier quality, vendor inspection, manufacturing quality, or project QA-QC.

Candidates should have substantial exposure to supplier and manufacturer quality management on major construction, airport, infrastructure, transportation, industrial, or large-scale development projects.

Strong practical knowledge of source inspection, vendor surveillance, Factory Acceptance Testing, manufacturing processes, inspection planning, NCR management, and quality documentation is essential.

The successful candidate should understand how procurement specifications, engineering requirements, manufacturing controls, inspection activities, logistics, and construction schedules interact throughout the equipment supply cycle.

Experience evaluating multidisciplinary materials and equipment is particularly valuable because the project may involve mechanical, electrical, MEP, ICT, ELV, utility, airfield, fire protection, and specialist airport systems.

Strong understanding of ISO 9001 Quality Management Systems is required. ASQ, CQI, ISO 9001 Lead Auditor, or equivalent professional quality certification will be advantageous.

The specialist should demonstrate sound technical judgment when determining inspection levels, assessing manufacturing defects, evaluating corrective actions, and deciding whether equipment is suitable for release.

Effective negotiation, analytical thinking, supplier engagement, technical reporting, and multidisciplinary coordination skills are important for managing quality issues without unnecessarily disrupting procurement and delivery schedules.
