Position Overview

Parsons is hiring a Senior Quantity Surveyor - Cost Management in Riyadh, Saudi Arabia for a site-based Construction role supporting a major public-realm development in Diriyah. The program includes iconic and neighborhood parks, open spaces, and more than 55 kilometers of streetscape designed to enhance accessibility, livability, and community well-being.

The Senior Quantity Surveyor will oversee cost planning, tendering, procurement, contract administration, valuations, variations, and final accounts. This opportunity requires a commercially focused professional who can protect project budgets, identify financial risks, and provide reliable cost advice throughout planning and construction.

Role Context

Effective commercial control is essential to delivering the public-realm program within its approved budget while maintaining the required design and construction quality. The Senior Quantity Surveyor will provide financial visibility across work packages and help the project team understand the cost consequences of design decisions, procurement strategies, changes, and delays.

Working within the project-management consultancy team, the surveyor will coordinate with clients, contractors, consultants, and technical disciplines. Accurate valuations, disciplined change control, and timely commercial reporting will support informed decisions and reduce the risk of budget overruns or unresolved contractual exposure.

Key Responsibilities

The role covers pre-contract and post-contract quantity-surveying activities across the development.

* Prepare detailed construction cost estimates, budgets, cash-flow projections, and financial forecasts.
* Analyze project expenditure and identify practical opportunities for cost optimization.
* Monitor committed and actual costs against approved budgets.
* Highlight emerging cost pressures, forecast overruns, and recommend corrective actions.
* Prepare tender documents, bills of quantities, pricing schedules, specifications, and contractual information.
* Review contractor bids for accuracy, completeness, qualifications, and commercial compliance.
* Conduct tender comparisons and prepare clear recommendations for contract award.
* Support contract negotiations and procurement activities to achieve value for money.
* Collaborate with the project-management consultancy team to maintain cost and schedule alignment.
* Provide commercial advice during design development, planning, procurement, and construction.
* Review design proposals and identify their potential cost implications.
* Support cost-risk assessments and the development of appropriate mitigation measures.
* Administer contracts and monitor compliance with commercial terms and conditions.
* Assess variations, change requests, claims, and supporting cost documentation.
* Maintain accurate variation and claims registers and follow issues through resolution.
* Review contractor applications and prepare interim payment valuations.
* Produce cost reports, progress assessments, commercial forecasts, and stakeholder updates.
* Prepare, negotiate, and agree final accounts in accordance with contract requirements.
* Maintain professional communication with clients, contractors, consultants, and project leadership.

Ideal Profile

The preferred candidate is an experienced quantity-surveying professional with strong commercial judgement and a detailed understanding of construction contracts.

* Bachelor\'s degree in Quantity Surveying or a closely related field.
* Proven quantity-surveying experience on major construction or infrastructure projects.
* Previous exposure to a project-management consultancy environment is preferred.
* Strong knowledge of cost estimating, budget control, tendering, procurement, and contract administration.
* Practical experience managing interim valuations, variations, claims, and final accounts.
* Ability to evaluate design information and identify commercial consequences.
* Familiarity with Saudi building regulations, construction practices, and market conditions would be beneficial.
* Excellent numerical, analytical, negotiation, and reporting capabilities.
* Ability to manage competing commercial priorities within a fast-paced project environment.
* Strong collaboration and stakeholder-management skills.
* Royal Institution of Chartered Surveyors certification or an equivalent professional qualification is advantageous.
