Position Overview
Parsons is hiring a Senior Wet Utilities Engineer - Site Supervision in Riyadh, Saudi Arabia for a major public-realm program within the Construction industry. Based at the Diriyah project site, the engineer will lead the supervision of potable water, firefighting, irrigation, stormwater drainage, sewer networks, and associated utility structures.
The development includes iconic and neighborhood parks, public open spaces, and more than 55 kilometers of streetscape. This position requires an experienced wet-utilities professional who can control construction quality, coordinate technical interfaces, monitor contractor performance, and guide systems through testing, commissioning, and final handover.

Role Context
Wet-utility networks are fundamental to the safe operation, sustainability, and long-term serviceability of this public-realm development. As the discipline lead on site, the Senior Wet Utilities Engineer will translate approved designs into compliant infrastructure while protecting quality, safety, schedule, and authority requirements.
Reporting to the Construction Director, the engineer will coordinate contractors, project managers, resident engineers, utility providers, and other technical disciplines. Effective leadership in this role will reduce interface conflicts, prevent defective work, support timely approvals, and prepare each network for reliable operation and client acceptance.
Key Responsibilities
The engineer will direct site supervision activities for all wet-utility systems and associated structures.
* Act as the site discipline lead for wet utilities and report directly to the Construction Director.
* Supervise potable water, firefighting, irrigation, stormwater drainage, and sewer-network construction.
* Confirm that works comply with approved drawings, technical specifications, project requirements, and authority standards.
* Review shop drawings, hydraulic calculations, material submittals, method statements, and inspection and test plans.
* Coordinate technical reviews and approvals with contractors, consultants, clients, and relevant stakeholders.
* Conduct daily inspections and regular site walks to assess progress, workmanship, installation quality, and compliance.
* Monitor wet-utility activities against the approved construction schedule.
* Review inspection requests, non-conformance reports, and site observations.
* Follow up with the contractor to secure timely corrective action and documented closure of outstanding issues.
* Coordinate with roads, landscape, structural, and dry-utilities teams to resolve design interfaces and site conflicts.
* Review pressure-testing reports, leakage-test results, flushing records, disinfection certificates, and commissioning documents.
* Verify as-built drawings and operation and maintenance manuals for completed utility systems.
* Participate in progress, technical, and coordination meetings.
* Communicate wet-utility risks, constraints, mitigation measures, and required management decisions.
* Monitor contractor resources, sequencing, work methods, and productivity.
* Identify potential delays and recommend practical recovery or mitigation actions.
* Enforce health, safety, and environmental requirements across wet-utility construction activities.
* Prepare daily and weekly progress reports, quality reports, technical memoranda, and formal site correspondence.
* Support the testing, commissioning, acceptance, and handover of utility systems.
* Maintain professional coordination with clients, local authorities, and utility providers throughout construction and handover.
Ideal Profile
The preferred candidate is an experienced mechanical engineer with a strong site background and detailed knowledge of wet-utility installation, inspection, testing, and commissioning.
* Bachelor\'s degree in Mechanical Engineering from a recognized university.
* Substantial experience supervising wet-utilities construction on major infrastructure or public-realm projects.
* Practical knowledge of potable water, firefighting, irrigation, stormwater, and sewer networks.
* Strong understanding of wet-utilities design principles, installation standards, and commissioning requirements.
* Knowledge of international codes and applicable authority and utility-provider standards.
* Proven ability to supervise contractors and administer site inspection procedures.
* Confidence in reading utility layouts, profiles, hydraulic drawings, and multidisciplinary coordination plans.
* Demonstrated leadership within site-based, multidisciplinary project teams.
* Familiarity with construction quality-management and HSE systems.
* Strong reporting, stakeholder-management, and technical communication abilities.
* Previous experience in Saudi Arabia or another GCC country is preferred.
