Role Context

The Testing Commissioning Engineer - MEP will help move project assets from construction completion into safe, reliable,


and operational readiness. The position requires strong coordination between contractors, construction teams, quality teams, design engineers, and client operations staff to ensure that mechanical, electrical, plumbing, building management, and infrastructure systems perform as designed. The role carries direct impact on handover confidence, system reliability, compliance assurance, and long-term asset performance.

Key Responsibilities

* Review and assess contractor testing and commissioning plans, procedures, checklists, method statements, and inspection records.
* Validate pre-commissioning and commissioning strategies for MEP systems, infrastructure assets, building services, and integrated operational systems.
* Witness factory acceptance tests, site acceptance tests, functional tests, operational tests, and integrated systems testing.
* Supervise testing activities to confirm that system performance aligns with approved specifications, design requirements, international standards, and client expectations.
* Conduct site inspections to verify that installations are complete, safe, accessible, coordinated, and ready for energized testing or system balancing.
* Identify system deficiencies, incomplete works, deviations, failed tests, and punch-list items that may affect handover readiness.
* Track corrective actions with contractors and ensure commissioning issues are resolved within agreed timelines.
* Review test reports, calibration certificates, O and M manuals, as-built drawings, equipment records, and final commissioning documentation.
* Coordinate with construction managers, QA teams, design consultants, contractors, suppliers, and operations representatives during testing and handover phases.
* Support risk reviews, safety checks, permit requirements, energization readiness, and commissioning sequence planning.
* Lead technical coordination discussions where system interfaces, performance gaps, or testing conflicts require resolution.
* Prepare commissioning progress reports, technical comments, issue logs, and handover status updates for project leadership.

Ideal Profile

* Bachelor\'s degree in Electrical Engineering, Mechanical Engineering, or a closely related engineering field.
* Minimum 7 years of progressive engineering experience.
* At least 4 years of direct experience in testing and commissioning activities.
* Background in large-scale infrastructure, smart city, complex commercial, building, or mixed-use development projects.
* Good understanding of MEP systems, building management systems, integrated systems testing, and operational readiness requirements.
* Familiarity with testing instrumentation, commissioning methodologies, functional performance testing, and system verification practices.
* Knowledge of international standards and guidelines such as ASHRAE, NFPA, IEC, IEEE, NEBB, and LEED commissioning frameworks.
* Registration with the Saudi Council of Engineers is preferred.
* Ability to review contractor T and C documentation, test reports, O and M manuals, calibration records, and as-built information.
* Strong English communication skills with the ability to write precise technical reports and lead coordination meetings.
* Practical problem-solving ability, diagnostic thinking, and a safety-first approach on active commissioning sites.
* Able to work effectively in a fast-paced project environment in Tabuk.
