Position Overview
Health and Safety Officer - School in Dubai, United Arab Emirates is a full-time Education sector role for an experienced safety professional with school-based HSE experience, NEBOSH or IOSH certification, and strong knowledge of KHDA, DHA, Dubai Municipality, and Civil Defense requirements. This position is ideal for a proactive Health and Safety Officer who can monitor safety compliance, manage emergency procedures, conduct training, prepare reports, and ensure a safe learning environment for students, staff, parents, and visitors.
Role Context
The Health and Safety Officer - School will be responsible for developing, implementing, monitoring, and improving health, safety, fire prevention, emergency response, and sanitation procedures across the school campus. The role requires strong coordination with school leadership, clinic staff, operations teams, maintenance teams, regulatory bodies, and external inspection authorities. The successful candidate will support risk prevention, incident investigation, fire safety readiness, hygiene protocols, isolation room management, and school-wide compliance with relevant UAE health and safety guidelines.
Key Responsibilities
* Develop health and safety regulations, policies, standards, and guidelines to protect students, staff, visitors, property, and school facilities.
* Monitor the implementation of school health and safety procedures and ensure compliance with KHDA, DHA, Dubai Municipality, and Civil Defense requirements.
* Conduct safety inspections, identify hazards, and recommend corrective actions to reduce risks across the school premises.
* Train relevant staff on health and safety best practices, Dubai Municipality requirements, KHDA expectations, emergency procedures, and school safety protocols.
* Conduct necessary health, safety, fire safety, and emergency response training for students and staff.
* Manage the designated isolation room on school premises in line with applicable health and safety protocols.
* Provide clear guidance on daily and continuous cleaning, sanitization, hygiene, and infection-control requirements across school facilities.
* Ensure adherence to DHA regulations and coordinate with the school clinic on health-related procedures.
* Undertake fire safety audits and coordinate with Civil Defense during inspections, audits, and fire safety matters.
* Plan, conduct, and evaluate evacuation drills, then prepare detailed reports and follow-up action plans.
* Deliver fire safety orientation for newly hired employees and annual refresher training for all employees.
* Maintain accurate training records, attendance logs, inspection reports, safety checklists, and compliance documentation.
* Identify potential safety and fire hazards during regular inspection rounds and take immediate corrective action where required.
* Coordinate contact tracing procedures with the school clinic, including recording contact details and updating required actions in the HASANA system.
* Manage emergency situations in line with approved health and safety procedures.
* Update and maintain emergency contact numbers for staff and students.
* Schedule stakeholder meetings to review safety priorities, compliance gaps, and practical solutions.
* Coordinate with operations and maintenance teams to ensure health and safety protocols are strictly followed.
* Stop unsafe acts, unsafe work practices, or dangerous processes that may affect health, safety, or wellbeing.
* Record, investigate, and analyze incidents, accidents, near misses, and safety concerns.
* Conduct risk assessments and recommend preventive measures to school management.
* Prepare occurrence reports, statistical summaries, compliance updates, and safety performance reports for management review.
Ideal Profile
* Proven experience as a Health and Safety Officer in a school environment.
* NEBOSH or IOSH certification is required.
* Strong knowledge of health and safety principles, accident prevention, fire prevention, emergency response, and school safety procedures.
* Familiarity with KHDA, DHA, Dubai Municipality, Civil Defense, and UAE regulatory requirements.
* Experience managing safety inspections, fire drills, evacuation reports, incident investigations, and compliance documentation.
* Ability to maintain composure and respond effectively during emergencies.
* Experience writing health and safety policies, incident reports, risk assessments, and safety procedures.
* Familiarity with data analysis, safety statistics, compliance reporting, and management presentations.
* Strong coordination skills for working with school clinics, operations teams, maintenance teams, staff, students, parents, and inspection authorities.
