Design Manager - SCADA Systems and Infrastructure Dubai
Position Overview
Parsons Corporation is hiring a Design Manager in Dubai to oversee the end-to-end design delivery of SCADA projects across water networks, rail systems, and intelligent transportation systems (ITS). This strategic leadership role requires a deep technical background, strong team management, and client-facing skills to drive complex infrastructure initiatives.

What You’ll Do
* Manage SCADA project design activities from inception through handover
* Review and approve staffing budgets, team structures, and scheduling plans
* Coordinate multidisciplinary design teams and align them with program needs
* Oversee design quality and ensure timely delivery of all project components
* Resolve staffing, schedule, or design-related challenges with Project Managers
* Develop and implement design standards, procedures, and quality systems
* Contribute to proposal writing, project pricing, and business development activities
* Actively lead internal quality improvement programs and technical committees
* Maintain productivity within overhead budgets and operational targets
Ideal Profile
* Bachelor’s degree in Engineering from a recognized university
* 15+ years of experience in SCADA design, engineering, and construction supervision
* Proven expertise in managing SCADA systems for water, rail, and ITS infrastructure
* Strong understanding of quality management systems and project delivery lifecycle
* Excellent communication, stakeholder management, and proposal development skills
* Experience working on major infrastructure programs in the GCC is a plus
