Role Context
The Director - Waste Management Assets will provide executive oversight of a sophisticated waste infrastructure portfolio designed to serve multiple residential, commercial, hospitality, and entertainment districts. Rather than focusing solely on day-to-day waste collection, the position will govern how high-value municipal assets perform, deteriorate, are maintained, funded, digitally recorded, and eventually replaced. Its business impact extends across operational reliability, circular economy objectives, capital planning, service charge recovery, contractor performance, asset data integrity, and the successful transition of newly constructed systems into sustainable long-term operations.
Key Responsibilities
* Establish the long-term asset management strategy for city-wide solid waste and municipal cleansing infrastructure.
* Develop and continuously refine 10-to-30-year Capital Asset Replacement Plans covering major waste systems and supporting equipment.
* Establish lifecycle assumptions for automated vacuum waste collection networks, smart sorting facilities, material recovery facilities, automated bins, fleet systems, and associated infrastructure.
* Model asset degradation under extreme heat, dust, intensive mechanical operation, and other demanding environmental conditions.
* Apply reliability-centered maintenance principles to determine appropriate intervention and replacement strategies.
* Evaluate asset condition, performance, criticality, failure probability, maintenance history, and remaining useful life.
* Conduct Total Cost of Ownership assessments for high-value waste infrastructure.
* Compare refurbishment, life extension, technology upgrade, and replacement alternatives.
* Balance CAPEX and OPEX requirements to improve lifecycle value without compromising service reliability.
* Identify long-term capital exposure and provide investment recommendations to executive leadership.
* Coordinate capital replacement forecasts with corporate financial planning cycles.
* Work with the Service Charge function to establish sustainable infrastructure reserve and sinking fund requirements.
* Ensure future replacement liabilities are supported by realistic inflation, deterioration, utilization, and capital cost assumptions.
* Establish the master asset hierarchy for waste management infrastructure.
* Define standardized asset naming, classification, coding, and data requirements.
* Coordinate with enterprise asset management teams to maintain complete and reliable asset records.
* Ensure SAP Enterprise Asset Management captures appropriate operating histories, maintenance events, equipment data, and lifecycle information.
* Oversee integration of SAP PM and MM requirements relevant to waste assets and maintenance activities.
* Establish governance for automated operational data generated by smart waste infrastructure.
* Integrate pneumatic system runtime, pressure, flow, equipment condition, and maintenance information into asset management processes.
* Direct incorporation of IoT-enabled bin sensors and smart monitoring technologies into the city asset ecosystem.
* Coordinate fleet telemetry and waste collection data with relevant digital platforms.
* Promote GIS integration for spatial management and visualization of waste networks and municipal assets.
* Establish data-quality standards that allow reliable engineering, financial, and lifecycle analysis.
* Translate measured waste volumes and weight data into auditable allocation methodologies.
* Support development of equitable financial cross-charging models for individual districts, commercial operators, hospitality assets, entertainment destinations, and residential communities.
* Provide verified waste-generation datasets for service charge and cost recovery calculations.
* Ensure operational data can be reconciled with corporate financial and ERP systems.
* Develop technical KPIs for Operations and Maintenance contractors and specialist service providers.
* Establish performance measures covering system availability, preventive maintenance, asset condition, failures, response times, data completeness, and service reliability.
* Monitor Tier-1 contractor performance against contractual technical obligations.
* Verify that contractors maintain accurate operational and maintenance records.
* Conduct independent technical and operational audits of waste infrastructure.
* Assess preventive and predictive maintenance compliance against approved asset strategies.
* Identify recurring equipment failures and require structured corrective action where systemic deficiencies emerge.
* Apply ISO 55001 principles to asset governance, lifecycle decision-making, and performance monitoring.
* Establish executive dashboards covering asset health, operational performance, lifecycle risk, capital exposure, and contractor compliance.
* Act as senior technical authority for the transition of waste infrastructure from construction into live operations.
* Define Stage-Gate acceptance requirements for new waste management assets.
* Review operational readiness before formal asset vesting.
* Verify commissioning, performance testing, technical certification, and safety documentation before acceptance.
* Ensure automated vacuum waste collection systems meet operational, mechanical, pneumatic, and safety requirements.
* Confirm that as-built drawings accurately represent installed infrastructure.
* Oversee Digital Vesting of newly accepted waste assets into the central asset management environment.
* Verify that asset registers contain complete equipment specifications, locations, classifications, warranties, and maintenance requirements.
* Ensure O&M manuals, commissioning records, warranties, certifications, and technical documentation are available before operational sign-off.
* Coordinate handover requirements with construction, engineering, operations, digital, finance, and asset management stakeholders.
* Challenge incomplete or unreliable handover information before assets enter the operating portfolio.
* Provide lifecycle input during design reviews to improve maintainability and long-term operating efficiency.
* Evaluate proposed waste technologies for scalability, resilience, automation potential, and lifecycle cost.
* Support circular economy objectives through better asset performance, recovery infrastructure, and operational data.
* Ensure waste asset strategies remain aligned with applicable Saudi environmental and municipal requirements.
* Monitor regulatory developments affecting municipal waste infrastructure and operational compliance.
* Present lifecycle risks, investment requirements, contractor performance, and strategic recommendations to executive committees.
* Lead multidisciplinary specialists responsible for waste infrastructure performance and asset governance.
* Promote evidence-based decisions using operational, engineering, financial, and asset-condition data.
Ideal Profile
* Bachelor\'s degree in Environmental Engineering, Civil Engineering, Mechanical Engineering, or another closely related technical discipline.
* Master\'s degree in Engineering Management, Asset Management, Sustainable Infrastructure, or an MBA is highly preferred.
* Minimum 20 years of progressive leadership experience in infrastructure asset management, municipal engineering, waste utilities, or large-scale infrastructure operations.
* At least 8 years of experience in a senior executive, director, or equivalent leadership capacity.
* Proven responsibility for major OPEX and CAPEX infrastructure portfolios.
* Significant experience managing multidisciplinary technical and operational teams.
* Demonstrated exposure to city-scale waste management or municipal infrastructure.
* Strong experience with automated vacuum waste collection or comparable automated utility infrastructure is highly valuable.
* Knowledge of material recovery facilities, recycling infrastructure, sorting systems, municipal cleansing assets, and smart waste technologies.
* Proven capability developing long-term asset replacement and capital investment programs.
* Strong understanding of Total Cost of Ownership and CAPEX versus OPEX optimization.
* Advanced knowledge of reliability-centered maintenance and predictive asset management.
* Experience applying degradation, condition, criticality, and remaining-life analysis to infrastructure assets.
* Strong working knowledge of ISO 55001 asset management principles.
* Experience integrating physical infrastructure with enterprise asset management platforms.
* Executive-level knowledge of SAP PM and MM or comparable enterprise asset systems.
