By identifying variances early and recommending practical corrective measures, the manager will help protect budgets, improve delivery confidence, and maintain accountability across project teams, contractors, and commercial stakeholders.
Key Responsibilities
* Develop and maintain approved project baseline budgets, schedules, resource plans, and performance measurement criteria.
* Ensure project controls systems accurately reflect the authorized scope, funding limits, contractual obligations, and delivery strategy.
* Analyze earned value indicators, cost trends, schedule performance, productivity data, and forecast outcomes.
* Produce integrated cost and schedule reports that highlight variances, emerging issues, and required management actions.
* Oversee project financial systems and verify the accuracy of cost collection, coding, reporting, and reconciliation processes.
* Lead scope control and change management activities from initial evaluation through approval and baseline incorporation.
* Assess the cost, schedule, resource, and contractual effects of proposed changes.
* Track manpower deployment, labor hours, labor costs, actual expenditure, commitments, and remaining budget.
* Monitor purchase orders, subcontract values, invoices, and expenditure against approved forecasts.
* Prepare progress trend analyses, cost impact assessments, management dashboards, and performance presentations.
* Facilitate cost review and controls meetings with project managers, finance teams, consultants, and contractors.
* Investigate discrepancies between budget, forecast, schedule progress, and reported expenditure.
* Recommend corrective actions based on verified financial and schedule evidence.
* Develop project controls procedures, reporting calendars, templates, governance requirements, and working instructions.
* Use enterprise planning and financial platforms to improve data consistency, reporting speed, and analytical visibility.
* Support quantitative risk assessments and mitigation planning for cost and schedule exposure.
* Maintain transparent communication of financial status, forecast movements, and delivery risks.
* Guide, mentor, and review the work of project controls specialists, planners, cost engineers, and reporting personnel.
* Ensure controls activities comply with company procedures, client requirements, and applicable contract provisions.
Ideal Profile
The preferred candidate will hold a bachelor\'s degree in Engineering, Construction Management, Finance, Business Administration, or a related discipline. At least 15 years of professional experience in project controls, project management, cost management, scheduling, or construction financial oversight is required.
Applicants should demonstrate advanced knowledge of earned value methodology, integrated cost and schedule control, forecasting, change management, contract administration, and performance reporting. The ability to interpret complex financial information and communicate clear recommendations to senior leadership is essential.
Experience managing controls functions on large construction or infrastructure projects in Saudi Arabia or the wider Middle East will be highly advantageous. Familiarity with international delivery models, publicly funded programs, risk analysis, and diverse contract types is preferred.
Professional credentials such as Project Management Professional or Certified Cost Professional would strengthen an application. Previous responsibility for developing project controls teams is also desirable.
