Parsons is hiring an experienced sustainability professional to lead site-based environmental management for a complex program encompassing iconic and neighborhood parks, public open spaces, and more than 55 kilometers of streetscape, with responsibility for regulatory compliance, environmental risk, resource efficiency, sustainability targets, contractor performance, and project reporting.

Role Context
Working within the construction supervision team, the Project Sustainability Manager will serve as the principal site resource for environmental management and sustainability. Reporting to the Project Director or Construction Director, the position will translate project commitments, regulatory requirements, and sustainability objectives into practical controls across active construction areas. The role has direct influence on environmental performance, contractor compliance, sustainability certification, risk reduction, and the long-term environmental quality of this major Saudi public realm development.
Key Responsibilities
* Lead implementation and continuous oversight of the Project Environmental Management Plan and Sustainability Plan in accordance with Parsons standards, client commitments, and applicable regulations.
* Review contractor Environmental and Sustainability Plans, Construction Environmental Management Plans, Waste Management Plans, Pollution Prevention Plans, and supporting procedures before implementation.
* Monitor site activities against environmental permits, Saudi regulatory requirements, project specifications, and agreed sustainability targets.
* Direct environmental inspections and sustainability audits, document non-conformances, and ensure corrective and preventive measures are closed within required timescales.
* Oversee controls for construction waste, dust, noise, air quality, water consumption, soil protection, ecology, hazardous materials, and pollution prevention.
* Coordinate noise, dust, water quality, and other environmental monitoring programs and assess reports for emerging risks or necessary intervention.
* Work closely with HSE, design, construction, and contractor teams to incorporate sustainable practices into construction methods, material selection, logistics, resource use, and waste handling.
* Support compliance with LEED, Envision, BREEAM, Mostadam, or other applicable sustainability rating frameworks, including evidence collection and assessor coordination.
* Provide practical technical guidance on sustainable construction solutions and environmental best practices across the project.
* Lead or contribute to investigations involving environmental incidents, undertake root-cause analysis, prepare reports, and track corrective actions through closure.
* Deliver environmental awareness sessions, sustainability training, and toolbox talks for project and contractor personnel.
* Coordinate professionally with client representatives, Saudi regulatory authorities, contractors, independent assessors, and third-party auditors.
* Produce weekly and monthly environmental reports, KPI dashboards, compliance summaries, and management presentations for project stakeholders.
* Identify environmental risks and sustainability opportunities at an early stage and ensure appropriate controls are incorporated into project risk registers.
* Support project handover by verifying environmental obligations, sustainability documentation, evidence, approvals, and targeted credits are complete.
Ideal Profile
* Bachelor\'s degree in Environmental Science, Environmental Engineering, Sustainability, or a closely related discipline from a recognized university.
* Substantial experience managing environmental or sustainability requirements on major construction, infrastructure, public realm, or urban development programs.
* Strong working knowledge of environmental regulations, permitting obligations, and construction compliance requirements in Saudi Arabia or the wider GCC.
* Practical experience developing and implementing Environmental Management Systems and construction-specific environmental controls.
* Exposure to sustainability certification frameworks such as LEED, Envision, BREEAM, Mostadam, or comparable systems.
* Professional sustainability or environmental accreditation would strengthen the candidate\'s profile.
* Proven ability to conduct audits and inspections, manage non-conformances, and improve contractor environmental performance.
* Confident communication and technical reporting skills for interaction with senior project leadership, clients, contractors, auditors, and regulatory authorities.
* Understanding of HSE management systems and how environmental controls integrate with broader construction health and safety frameworks.
* Previous project experience in Saudi Arabia or elsewhere in the GCC is preferred.
