Role Context
The Asset Management Director - Governance will provide city-wide leadership over the standards, policies, controls, and assurance mechanisms that govern infrastructure throughout its operating lifecycle. Rather than managing individual assets directly, the role will establish a consistent framework covering registration, condition assessment, risk evaluation, maintenance planning, operator accountability, ESG requirements, and eventual retirement or disposal. The position will help prevent fragmented practices while improving financial sustainability, asset preservation, operational transparency, and long-term portfolio performance.
Key Responsibilities
* Develop and enforce a city-wide asset management framework aligned with ISO 55001 principles.
* Establish consistent lifecycle processes covering asset registration, condition assessment, risk evaluation, maintenance planning, renewal, and disposal.
* Apply common governance requirements across diverse asset classes including utilities, roads, public realm, attractions, sports facilities, residential communities, and district infrastructure.
* Define minimum asset management standards that all operating entities must follow.
* Author and maintain asset management policies, procedures, standards, guidelines, and governance manuals.
* Establish documentation requirements for asset-owning and operating organizations.
* Define mandatory data capture, reporting, inspection, condition, and maintenance requirements.
* Prevent fragmented asset management practices by implementing common controls and approval mechanisms.
* Establish governance responsibilities across technical, operational, commercial, and asset-owning teams.
* Develop assurance processes to verify compliance with approved asset management policies.
* Maintain clear accountability for lifecycle decision-making across departments and operators.
* Establish contractual governance frameworks for third-party operators, utility providers, facility managers, and international operating partners.
* Define asset preservation obligations within operator agreements.
* Set standards covering structural integrity, performance, safety, appearance, maintenance execution, and asset condition.
* Establish Service Level Agreement monitoring frameworks linked to measurable asset outcomes.

* Conduct periodic governance reviews and technical audits of operator performance.
* Assess whether maintenance activities are protecting long-term asset value.
* Identify repeated SLA failures and recommend structured remediation measures.
* Coordinate with Legal and Commercial teams when operator non-compliance requires escalation or contractual action.
* Support implementation of penalties, corrective action plans, or other remedies when asset preservation standards are not achieved.
* Develop consistent reporting formats for operator asset performance.
* Embed Environmental, Social, and Governance requirements within asset management policies and operating procedures.
* Ensure asset strategies support energy efficiency, water conservation, resource efficiency, and sustainable materials use.
* Work with ESG and Sustainability teams to translate corporate commitments into asset-level operating requirements.
* Require technical specialists and operators to collect reliable environmental performance information.
* Establish reporting requirements for energy consumption, water use, emissions, waste, and other relevant operational indicators.
* Support implementation of resource-efficiency policies across public realm and infrastructure assets.
* Promote appropriate use of Treated Sewage Effluent for irrigation where required by project policy.
* Ensure ESG data generated by asset operations is suitable for corporate reporting and assurance.
* Align asset governance requirements with relevant regulatory and sustainability obligations.
* Develop the Stage-Gate governance model for transitioning completed assets from construction into operations.
* Define legal, technical, safety, quality, documentation, and operational readiness criteria for asset vesting.
* Chair or participate in Stage-Gate and asset vesting committees.
* Verify that assets meet governance requirements before transfer to City Operations or Asset Management teams.
* Ensure maintenance strategies are prepared and approved before operational handover.
* Confirm that technical records, warranties, certifications, manuals, and as-built information are complete before acceptance.
* Ensure asset data is correctly onboarded into enterprise systems prior to formal vesting.
* Prevent premature transfer of assets that do not meet defined acceptance criteria.
* Maintain governance throughout the transition from construction-focused delivery to steady-state city operations.
