By identifying issues early and maintaining reliable inspection records, the Community Inspector will help City Operations and Asset Management teams maintain safe and dignified living conditions.
Key Responsibilities
* Conduct scheduled inspections across workers accommodation blocks and associated community facilities.
* Inspect bedrooms, corridors, washrooms, dining areas, recreation facilities, and shared spaces.
* Check general cleanliness, condition, accessibility, and functionality of residential areas.
* Verify accommodation standards and occupancy conditions are being maintained.
* Identify defects requiring maintenance or corrective action.
* Inspect HVAC systems for visible operational or maintenance concerns.
* Check plumbing fixtures, water systems, drainage points, and associated service areas.
* Identify visible electrical hazards, damaged fittings, lighting failures, or unsafe installations.
* Monitor basic building maintenance conditions across assigned facilities.
* Inspect common areas for damage, deterioration, obstructions, or unsafe conditions.
* Monitor cleaning and housekeeping contractor performance.
* Verify waste collection and disposal activities are completed to required standards.
* Inspect pest control outcomes and identify recurring infestation concerns.
* Monitor landscaping and external housekeeping conditions.
* Check hard and soft FM services against approved requirements.
* Compare contractor service delivery with applicable SLAs and operational standards.
* Record missed, incomplete, or poor-quality FM activities.
* Escalate recurring contractor deficiencies for performance review.
* Support monitoring of FM KPIs where inspection findings contribute to service measurement.
* Inspect emergency exits and escape routes for obstruction or unsafe conditions.
* Check emergency signage and visibility.
* Observe the condition and accessibility of firefighting equipment.
* Monitor visible smoke detection and fire safety provisions within the inspection scope.
* Identify potential fire hazards requiring immediate escalation.
* Report damaged or missing safety equipment.
* Support compliance with applicable Saudi Civil Defense requirements.
* Monitor adherence to project HSE standards and community safety procedures.
* Identify trip hazards, unsafe access, exposed services, or other physical safety concerns.
* Observe external areas for heat-stress risks and inadequate shading.
* Identify public safety, accessibility, or environmental concerns in outdoor community areas.
* Monitor hygiene and sanitation conditions across accommodation and shared facilities.
* Report water leakage, drainage, odor, waste, or sanitation issues.
* Inspect dining and associated service areas from a general facility and hygiene perspective.
* Monitor residential areas for compliance with community operating rules.
* Observe conditions that may conflict with accommodation policies or codes of conduct.
* Coordinate potential security concerns with the appropriate Security team.
* Document non-compliances using approved inspection processes.
* Support issuance of violation or corrective notices where authorized.
* Clearly identify the responsible party and required corrective action.
* Establish follow-up dates for unresolved inspection findings.
* Conduct re-inspections to verify completion of corrective work.
* Maintain evidence of closure for resolved deficiencies.
* Escalate overdue or repeated actions to the responsible management team.
* Act as an accessible site contact for worker welfare and community condition concerns.
* Observe accommodation conditions from a resident wellbeing perspective.
* Receive maintenance requests and community service concerns within the assigned inspection scope.
* Record resident complaints accurately and professionally.
* Escalate welfare matters to City Operations, Asset Management, HSE, or other responsible teams.
* Treat residents respectfully when discussing accommodation or service issues.
* Maintain objectivity and confidentiality when handling sensitive concerns.
* Support operational notices and resident communications when required.
* Assist with safety awareness activities across community facilities.
* Coordinate with Facilities Management teams on maintenance and service deficiencies.
* Work with Asset Management personnel on recurring asset condition issues.
* Liaise with HSE personnel concerning identified hazards and safety observations.
* Coordinate with Security on issues involving access, behavior, or community safety.
* Engage maintenance contractors regarding unresolved technical deficiencies.
* Support Community Management teams with information from daily inspections.
* Participate in joint inspections involving multiple operational disciplines.
* Attend contractor performance reviews where inspection evidence is required.
* Participate in operational coordination meetings and provide field observations.
* Record inspection findings using approved mobile applications or digital platforms.
* Enter deficiencies into CMMS or asset management systems where required.
* Create accurate service requests and work orders based on inspection results.
* Attach photographic evidence to support findings.
* Maintain reliable inspection registers and action logs.
* Keep violation records and closure evidence current.
* Monitor outstanding work orders and service requests through resolution.
* Prepare daily inspection summaries.
* Produce weekly reports covering recurring deficiencies and unresolved actions.
* Highlight significant maintenance trends and contractor performance concerns.
* Report welfare, safety, and hygiene matters requiring management attention.
* Identify repeated asset failures that may require more permanent corrective action.
* Recommend practical improvements to inspection methods or community services.
* Support audits of accommodation, facilities, and operational service delivery.
* Provide inspection records and photographic evidence during reviews.
* Immediately escalate serious safety, security, welfare, or operational risks.
* Support incident reporting when events occur within the workers village.
* Participate in emergency response activities within the limits of the assigned role.
* Support follow-up inspections after incidents or emergency maintenance.
* Maintain a consistent field presence across assigned residential zones.
* Perform additional community inspection and operational duties appropriate to project requirements.
Ideal Profile
The position requires a diploma or bachelor\'s degree in Facilities Management, Hospitality Management, Health and Safety, Engineering, Property Management, or a related technical discipline.
Candidates should have at least five years of relevant experience in workers accommodation, camp inspection, facilities management, property management, community operations, or large residential compounds.
The role is reserved for Saudi Nationals.
Experience within Saudi Arabian mega-projects, major construction programs, workforce villages, or master-planned developments is highly relevant.
Candidates should have practical knowledge of camp, residential compound, workers village, or community operations.
Basic working knowledge of HVAC, plumbing, electrical systems, building maintenance, fire and life safety, sanitation, waste management, and pest control is required.
The successful candidate should be confident conducting physical inspections and documenting maintenance, hygiene, safety, and operational deficiencies.
Experience monitoring outsourced FM services against SLAs and operational requirements is important.
Candidates should understand basic HSE principles, hazard identification, and safe working practices.
Awareness of Saudi Civil Defense and fire and life safety requirements will support effective performance.
Practical experience with CMMS, CAFM, mobile inspection applications, asset management platforms, or similar digital reporting tools is required.
Candidates should be capable of maintaining inspection records, photographic evidence, corrective action logs, and service requests accurately.
Experience with incident reporting, non-conformance tracking, and contractor performance monitoring will be valuable.
NEBOSH, IOSH, OSHA, or equivalent HSE training is advantageous.
Arabic language capability is highly desirable, while additional languages commonly used in multicultural workforce communities can be beneficial.
