Role Context
The Project Director - FM Services Delivery will act as the single accountable authority for facilities management service delivery under a major FM Agent contract. The role provides executive-level leadership across the full programme lifecycle, from pre-operational advisory and vendor onboarding through phased activation, performance governance, maintenance optimisation, and stable operational delivery. This position carries strong business impact by protecting service quality, improving asset performance, strengthening vendor accountability, controlling cost and schedule risks, and ensuring the client receives reliable, measurable, and professionally governed FM services.
Key Responsibilities
* Lead and control the business, technical, commercial, fiscal, and administrative functions of the FM vendor management programme.
* Act as the primary client-facing authority for governance, service delivery, performance monitoring, escalation management, and executive reporting.
* Govern multiple FM service packages across hard services, soft services, specialist services, asset maintenance, and operational support functions.
* Lead the full vendor lifecycle, including procurement support, onboarding, service mobilisation, performance management, contract administration, and improvement planning.
* Own and maintain the Programme Execution Plan, Health and Safety Plan, Quality Plan, governance documentation, reporting structure, and delivery controls.
* Govern CAFM as the single source of truth for asset data, maintenance records, work orders, service performance, compliance evidence, and operational reporting.
* Lead FM strategy development, planned preventive maintenance regimes, maintenance optimisation, asset lifecycle planning, and service performance improvement.
* Monitor programme progress, milestones, risks, cost exposure, schedule constraints, and service conditions affecting delivery outcomes.
* Work with project and client leadership to develop action plans for cost overruns, delays, scope changes, performance gaps, and operational improvement needs.
* Chair monthly steering committees and present FM programme performance, risks, decisions, and improvement actions to client leadership.
* Build, structure, and lead a large multidisciplinary FM delivery organization across technical, operational, commercial, administrative, and vendor management functions.
* Develop talent, embed Saudisation objectives, create succession plans, and strengthen long-term operational capability across the FM programme.
* Provide executive-level financial reporting, budget oversight, contract performance review, and commercial input for FM service packages.
* Ensure service delivery aligns with client requirements, contract obligations, safety expectations, quality standards, and operational readiness milestones.
* Support phased activation planning by coordinating FM readiness, service mobilisation, asset data readiness, maintenance procedures, staffing plans, and handover requirements.
* Drive performance improvement through KPIs, service level agreements, compliance reviews, audits, corrective actions, and vendor accountability routines.
* Maintain strong relationships with the client, service providers, consultants, contractors, operators, and internal programme stakeholders.
* Ensure FM governance reflects relevant standards and frameworks such as ISO 41001, ISO 55001, ISO 45001, and SFG20.
* Promote a culture of safety, accountability, asset reliability, service excellence, continuous improvement, and client-focused delivery.
Ideal Profile
* Qualification in Facilities Management, Engineering, Asset Management, Building Services, or a related field.
* Minimum 15 years of facilities management experience, including at least 5 years in a senior client-side governance, FM Director, or executive FM leadership role.
* Proven experience managing multi-vendor FM delivery across hard services, soft services, specialist service packages, maintenance operations, and asset-focused environments.
* Strong CAFM governance experience at operations level, with IBM Maximo experience preferred.
* GCC experience with working knowledge of regional FM delivery practices, service provider management, compliance expectations, and client-side governance.
* Strong commercial capability, including contract administration, vendor performance review, financial reporting, budget control, and service package governance.
* Advanced leadership skills with the ability to build teams, mentor senior managers, develop talent, and lead large multidisciplinary delivery organizations.
* Excellent communication, executive reporting, stakeholder management, and client engagement capability.
* Working knowledge of ISO 41001, ISO 55001, ISO 45001, and SFG20.
* Experience in operational readiness, activation, and transition planning for large destination, airport, entertainment, mixed-use, or major public-facing programmes is highly valuable.
* Chartered membership of IWFM, CIBSE, IET, or an equivalent professional body is an advantage.
* PMP, PRINCE2, or equivalent project management qualification is desirable.
* Advanced degree in a relevant field would support success in this senior leadership role.
* Strong professional judgment, high integrity, and the ability to manage complex escalations in a client-facing environment.
